Job Context:
∎ Community Development Centre (CODEC) is working in the coastal area of Bangladesh since 1985. Its core activities are the socio-economic development of coastal people which is operated through seven thematic areas as Agriculture, Fishery, Dairy and Horticulture; Education, Skills and Youth Development; Conflict Resolution; Climate Change and Disaster; Health and Nutrition; Social Entrepreneurship; Microfinance and Rohingya Education, Protection and Repatriation.
∎ Community Development Centre (CODEC) is going to invites application for the following positions from the potential Bangladeshi nationals for implementing General Food Assistance Programme (GFA) in two new outlets at Modhurchora-02 and Modhurchora-04 camps under Ukhiya, Cox`s Bazar along with existing two outlets at camp 07 and camp 8W funded by World Food Programme. The duration of this programme at the two new outlets are for two months (January-February) possibility to extend further subject to the approval of donor as well as depending on the availability of fund from Donor.
Job Responsibilities:
∎ Responsible to prepare monthly, quarterly and yearly budget and report on accounts of the CODEC under project for both and operation accounts.
∎ Data entry in accounting system;
∎ Maintenance of fixed assets memorandum and preparation of monthly statement according to capitalization policy.
∎ Update all financial books and records as per financial procedures following CODEC & WFP’s financial compliance.
∎ Ensure a mechanism of all expenses including district offices to keeping controlling within total approved budget.
∎ Maintain and update all bill and vouchers of every expenses of the program
∎ Ensure maintenances of purchase procedures.
∎ Prepare periodic (monthly, quarterly, annual) financial report and submit to Project Coordinator within 5th day of each following month so that Project Manager can submit it within 10th day of each month to Donor.
∎ Ensure the accounts keeping, stock registers and establish a financial controlling mechanism with all districts offices.
∎ Carry out any assigned task need to be accomplishing within the due time as instruction given by Project Manager and Head Office Financial Personnel.
∎ Taking of GL details from computer and preparation of different Reports, working advance etc.
∎ Assist annual operational plan of GFA project jointly with the regional team.
∎ Ensure all kind of formats that are required for documentation of distribution well ahead of distribution.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
∎ Ensures best practices in Gender Mainstreaming, PSEA, Protection and Accountability to Affected Population in the GFA programme
∎ b. Human Resource:
∎ Responsible for maintaining all papers and documents and record all HR related activities of CODEC-GFA Programme.
∎ Responsible to maintain personnel files of all the Project Staffs along with the Volunteers on updated fashion. Review, checking and update documents of personnel file.
∎ Responsible to correspond to the personnel of GFA Programme as and when required.
∎ Responsible to prepare contract agreements/letter of volunteers in line with proper approval.
∎ S/he is responsible to collect required documents from the volunteers before giving contract letters/agreements and validate documents when necessary.
∎ Responsible to prepare personnel list on monthly basis.
∎ S/he is responsible to maintain all registers (i.e. attendance, movement, dispatch, receive, visitors feedback register etc.)
∎ Responsible to mitigate personnel problem in field level as and when required.
∎ Responsible to assist the Project Manager in terms of administrative aspects.
∎ Additional duties and responsibilities may be assigned by the Project Manager as and when required.
∎ Responsible to play a vital role in field level recruitment of GFA Programme (i.e. Volunteers, Night Guards, Cleaners etc). S/he is also responsible to conduct physical verification of selected community volunteers, night guards, cleaners maintaining check list.
∎ Prepare and update monthly attendance report and submit the report during monthly salary procedure. S/he is responsible to prepare monthly payroll of GFA Programme from HRIS.
∎ Responsible to maintain all personnel’ leave form and input the leave info in HRIS.
∎ Responsible to put all personnel data on HRIS software and update regularly
Additional Requirements:
∎ Age 25 to 40 years
∎ Both males and females are allowed to apply
∎ S/he will be stationed at Poject Office, Ukhiya with extensive field visit at outlets as and when required.
∎ S/he should have sound knowledge on Finance Manual, Service and HR Manual and other policies.
∎ Assist annual operational plan of GFA Programme jointly with the team.
