Job Context:
∎ The Deputy Finance Coordinator supports the Finance Coordinator in processing accounting transactions and audit, financial and cash management, and administrative requirements of the mission.
∎ He/she monitors and overviews the implementation of the finance process, assists the Finance Coordinator to define and implement finance and accountancy policies at mission level and supports the base in the implementation of the process.
∎ He/she takes on the functions of the Finance coordinator in case of absence.

Job Responsibilities:
∎ Accounting management:
∎ Monitor enforcement of accountancy process implementation at mission level and propose improvement to be validated by the Finance Coordinator
∎ Overview and provide technical assistance to the team on daily operation
∎ Validate expenses on behalf of base (in case of sub-base)
∎ Follow up SAGA parameters updates and ensure the implementation of the software at mission level
∎ Validate the monthly accountancy of the mission, report and follow the validation of the pack with HQ:
∎ Final cross check of the accountancy pack
∎ Support the Head of Accountancy with HDQ feedbacks
∎ Support the Head of Accountancy on the yearly accounting closure preparation for validation of the Finance Coordinator:
∎ Final cross check of the accountancy of the past year
∎ Review the annexes and documentation necessary as per Solidarites International standard
∎ Oversee the accountancy archiving at mission level:
∎ Ensure that all vouchers are cross checked and in line with Solidarites International standard
∎ Ensure that archives are sent to coordination and HQ as per Solidarites International standard
∎ Oversee the preparation of audit at mission level for validation of the Finance Coordinator:
∎ Ensure that all transactions documents are prepared and in line with Solidarites International standard
∎ Prepare any additional requirement from the finance department in links with audit
∎ Financial and budgetary management:
∎ Monitor enforcement of finance process implementation at mission level and propose improvement to be validated by the Finance Coordinator
∎ Lead the monthly budget follow up process for validation of the Finance Coordinator:
∎ Ensure the cycle is implemented on the mission as per Solidarites International standard
∎ Consolidate and analyze donor's and authorities budget follow up and allocation board at mission level based on base inputs
∎ Lead the monthly authorities' financial documents for validation of the Finance Coordinator:
∎ Prepare all fund request and proposals as per authorities' requirements
∎ Prepare financial reporting as per authorities' requirement
∎ Support the base in dealing with authorities' financial requirement
∎ Support the Finance Coordinator in the preparation of institutional donor financial documents:
∎ Prepare fun request as per donor requirements
∎ Prepare financial reporting as per donor requirements
∎ Oversee the financial management of local partner:
∎ Proceed with the due of diligence for each new local partner
∎ Consolidate and analyze the reporting of local partner
∎ Supervise the implementation of local partner monitoring through training if needed
∎ Cash Management:
∎ Monitor enforcement of cash supply system and cash security at mission level and propose improvement to be validated by the Finance Coordinator
∎ Validate the cash flow request of the mission, report and follow transfers with HQ:
∎ Final cross check of monthly cash flow forecast for the mission
∎ Liaison with the HQ and focal point for internal transfer tracking
∎ Overview and provide technical assistance to the team on cash supply to the base
∎ Overview and provide technical assistance to the team on bank relationship
∎ Administrative follow up
∎ Monitor enforcement of administrative procedures at mission level and propose improvement to be validated by the Finance Coordinator
∎ Overview and provide technical assistance to the team on tax monthly reporting and taxes returns
∎ Team management
∎ Support the Finance Coordinator in the definition of the needs and lead the recruitment of the coordination finance team
∎ Train, support and evaluate the Head of Accountancy Provide technical support to the finance teams at base level, conduct regular field visits and support the Finance Coordinator in the preparation of general finance meeting.
∎ Reporting/Communication
∎ Report on a weekly basis to the Finance coordinator, compile internal reporting at mission level for the finance department and participate in the monthly meeting and reporting of the mission
∎ Establish and maintain relationships with the administrative stakeholders at national level (NGO & INGO, administrative local authorities...)
∎ On request, participate in meetings (donor, authorities, NGO forum...) and workshops relating to his/her field of activity and write up minutes to the administrative coordinator

Additional Requirements:
∎ 4 to 5 years Experience to work in INGO in similar position
∎ Technical competences :
∎ Very good competences in Excel
∎ Knowledge of FDs management
∎ Fluent english written and spoke in mandatory
∎ Personal abilities :
∎ Based in Cox Bazar with regular field visit to bases and Dhaka
∎ Rigorous
∎ Like working in multicultural environment
∎ Proven experience in team management, team structuring
∎ Previous experience in similar prosition for at least one year
∎ Previous experience in INGO mandatory
∎ Female position very encouraged

Salary:
∎ Tk. 79300 - 87250 (Monthly)
∎ Monthly Basic Salary BDT 79,300 with Other allowances and benefits as per ISR of Solidarités International.Possible.

Compensation & Other Benefits:
∎ Festival Bonus: 2
∎ Other allowances 25,700 will be added with basic salary
∎ 3% monthly seniority allowance will be added to the employee salary for every full year completed under his Contract
∎ 14% of basic will be paid on monthly basis as COLA
