∎ Post-graduate degree, preferably in the fields of Law, Human Rights, Digital Media & Journalism, Social Science, Sociology, Development Studies or other relevant disciplines with significant experience in conducting research at the field level.

Job Context:
∎ Post Name /Designation: Consultant to development of training modules on Right to Information (RTI), advocacy and lobby for capacity development of grass root level CBO members.

∎ The Bangladesh and South Asia Regional Office of ARTICLE 19 is situated in Dhaka, Bangladesh. Its International Office is located in London.
∎ No. of Vacancies: 1 Position (for Bangladeshi nationals only)
∎ Job Location: Dhaka, Bangladesh with field visits.

Job Responsibilities:
∎ The overall purpose of this assignment is to develop three training modules on Right to Information (RTI), utilisation of RTI tools, advocacy and lobby for capacity development of the CBOs so that they can access public information more efficiently and utilize the information to increase accountability and transparency of the government departments.
∎ ARTICLE 19 identifies the following areas of support required for the duration of this assignment.
∎ Review available training modules on RTI, utilization of RTI tools, advocacy and lobby used by other development organizations.
∎ Review the CBO need assessment study conducted by the project to identify the key gap areas. This report will assist in conducting training needs of the CBOs (if required).
∎ Development of 3 training modules in Bangla. Two modules will cover RTI and utilization of RTI tools. One module will cover effective tools and techniques of advocacy and lobby for the grass root organizations. Two training modules covering RTI and RTI tools need to be delivered in one day. Module on advocacy and lobby will be delivered in one day. The followings will be required;
∎ Prepare and finalize an outline of training topics/session topics in consultation with ARTICLE 19 project personnel.
∎ Develop and finalize the process and handout for each session in consultation with ARTICLE 19 project personnel.
∎ Assist ARTICLE 19 project personnel with final proof reading and editing of the modules for printing (if required).
∎ Prepare a PPT for a day long TOT session for the CBO trainers on the training modules and the method of training delivery.
∎ Conduct the online TOT with the CBO trainers.
∎ Submit a brief report on the TOT session with pre and post training assessment.
∎ Submit a work completion report to ARTICLE 19 after submission of all deliverables.
∎ Deliverables: The Consultant will be expected to provide;
∎ A clear and detailed work plan and timeline to complete the tasks.
∎ Draft of the 3 training modules (both the process details and handouts for the participants)- atleast twice.
∎ Final training modules.
∎ Presentation of the work for relevant staff of ARTICLE 19 Dhaka and London office in English.
∎ A PPT and relevant documents for one TOT session for CBO trainers.
∎ Brief report on TOT session.
∎ Work completion report.
∎ ARTICLE 19 will provide the following support to the Consultant during the assignment period;
∎ Provide relevant existing training modules (if any).
∎ Provide all relevant documents of the project to the consultant (as needed).
∎ Regular meetings with the project focal and providing feedback.
∎ Additional Job Responsibility:
∎ A detail proposal that outlines the consultant's understanding of these Terms of Reference including a proposed methodology and financial plan for developing one comprehensive toolkit.
∎ Provide a clear and detailed work plan and timeline for the assignment to the project focal.
∎ All analytical or research reports during consultancy duration, tools, documents, meeting summaries, audios and pictures including the consent papers collected during the data collection for the assignments must be collated with timesheet as deliverables.

Additional Requirements:
∎ 10 to 12 years' experience in conducting training sessions and development of training modules on relevant topics will be preferred. Having a comprehensive idea about the Bangladeshi media system including its socio-legal aspects will be considered as an advantage. Experience in participatory moderations/facilitations during online training sessions with simultaneous note taking is a must. Excellent Bangla and English writing skills. Must be a team player with ability to coordinate and prioritize the needs of the team.
