Additional Requirements:
Advanced degree in Environmental Science, Public Policy, Development Studies, or relevant field
Minimum 2 to 5 years of experience in policy research or assessment (preferably in waste management/ environmental governance/ environment sustainability)
Proven ability to produce high-quality analytical reports
Strong communication, facilitation, and stakeholder engagement skills
Experience organizing dissemination or media events will be an asset

Background
VOICE is a rights-based organization dedicated to promoting accountability, environmental justice, and sustainable development. To support enhanced governance in the electronics waste sector, VOICE is seeking a qualified Consultant to assess current enforcement practices of the national E-Waste Management Rules and lead the dissemination of findings.
Scope of Work
The Consultant will work closely with VOICE’s project team to:
Assessment of E-Waste Policy Enforcement
Deliverable: 1 Comprehensive Assessment Report
Assess enforcement status of e-waste regulations
Map key stakeholders: manufacturers, importers, recyclers, formal e-waste entities
Conduct field visits, interviews, and desk research
Analyze challenges and opportunities for policy implementation
Provide actionable recommendations
Monitoring Mechanism
Indicator: Completion of comprehensive assessment report
Means of Verification: Draft and final report, interview notes, stakeholder consultations
Monitoring Tools: Progress tracking checklist, data collection forms, feedback forms
Frequency: Review of progress; monthly internal review meetings
