Uttaran is a people-centered organization using a rights-based approach to alleviate poverty, diversify livelihood opportunities and empower poor communities of Bangladesh.

Uttaran invites applications for the vacant position titled- Upazila Manager for the "The Protocols and Trigger‑based Institutional Systems for Timely Humanitarian & Anticipatory Action (PROTISTHAA)" Project

Reports to: Project Coordinator

Key Responsibilities:

  • As an Upazila Manager, you will play a key role in managing and coordinating field-level implementation of anticipatory action and preparedness activities, ensuring effective early warning dissemination, community engagement, and trigger-based response mechanisms within the assigned Upazila. Key responsibilities include:

  • Field Operations and Implementation

  • Supervise field-level staff to ensure adherence to the project work plan and timelines

  • Lead and oversee the distribution of materials as per project guidelines.

  • Ensure proper monitoring, documentation, and reporting of project activities.

  • Support PC in coordination with the project team.

  • Ensure timely dissemination of early warning information and advisories to communities.

  • Ensure sector specific community and Household level anticipatory action implementation as per the plan.

  • Facilitate implementation of community contingency plans, risk assessments, and preparedness measures.

  • Facilitate and oversee the implementation of risk assessment plans at the village and beneficiaries’ level.

  • Supervise field teams to ensure quality, timeliness, and adherence to project work plans.

  • Support project team in organizing drills, simulations, and preparedness exercises.

  • Community Engagement and Networking

  • Facilitate community engagement through ward- and union-level meetings, awareness sessions, and participatory planning processes.

  • Strengthen coordination with Union Parishad, Upazila administration, and relevant government departments.

  • Build and maintain strong relationships with local authorities, community leaders, and stakeholders for effective implementation of anticipatory action systems.

  • Support mobilization of community groups for preparedness, resilience-building, and early action activities.

  • Promote inclusion of women, youth, elderly, and PWD (Persons with Disabilities) in all interventions.

  • Monitoring and Reporting

  • Monitor project activities to ensure alignment with project goals and objectives.

  • Prepare and submit timely project reports, including monthly, quarterly, and event-specific updates.

  • Support assessments, FGDs, and data collection activities for monitoring and learning purposes.

  • Document lessons learned, challenges, and best practices from implementation.

  • Admin Roles and Responsibilities:

  • Abide by the staff’s management policy and accounts management policy of the organization.

  • Prepare and submit of weekly/monthly activity plans and reports.

  • Maintain and fulfil properly movement register for field visit

  • Fulfil and maintain leave form properly

  • Maintain tour forms properly and submission after tour with the voucher

  • Preservation of organizational files and resources.

  • Preparation for conducting additional responsibility for the requirement of the organization

  • Avoid conspiracy, indecent words, and negative views to higher authority and finally show the faith to the organization

  • Consolidated and unite for the organization

  • Other Responsibilities

  • Perform any other duties assigned by the Project Coordinator to ensure effective project implementation.

  • Competencies

  • Excellent leadership, coordination, and facilitation skills.

  • Ability to communicate effectively with communities and diverse stakeholders.

  • Strong analytical and problem-solving skills.

  • Skilled in participatory methods and adaptive learning approaches.

  • Ability to manage time and multitask under field conditions.

  • Proficient in Bangla and English (spoken and written).

  • Competent in MS Office, GIS, and data visualization software.



Job Other Benifits:
    • Salary: 40000 - 50000 BDT including all benefits
