Experience:
Graduation in Textile Engineering/Apparel Engineering/Industrial Production Engineering is highly preferable. Mechanical Engineering/Electrical and Electronic Engineering, or any other relevant Discipline from any reputed public or private institutions.
Must possess a CBT&A Level-2 certificate in Sewing Machine Operation, accredited by NSDA/BTEB.
Preference will be given to candidates holding a CBT&A Methodology Level-4 Certified Assessor and Trainer Certificate.
The educational qualification may be relaxed for candidates with outstanding relevant professional experience.
A minimum five years of professional experience in the relevant field, including demonstrated experience in Technical & Vocational Education and Training (TVET) project implementation, is required.
The experience requirement may be relaxed with a strong academic background with outstanding academic achievements.

Project Brief: The organization, with support from UNHCR, has been implementing the project Community Empowerment Promoted through Skills Development Initiatives for Rohingya refugees in Cox's Bazar. The 2026 project has three interrelated components. Skills Development and Economic Inclusion covers technical and higher-level training, English and life skills, digital and financial literacy, employment and self-employment support, business grants, and Green Innovation Hubs. Female Hygiene Materials and Social Business covers FHM and craft production, safe wage-earning opportunities, quality systems, and responsible market linkages. Information Management covers post-distribution monitoring, data quality and security, cleaned datasets, dashboards, and analytical reporting. Together, the components seek to strengthen self-reliance, economic inclusion, accountability, and community empowerment.
Job Statement: The Vocational Training Specialist (VTS) will be responsible for contributing towards the Competency Standard (CS) and Competency Based Learning Materials (CBLM) development and delivery of different skill development vocational programs under the project for the targeted beneficiaries at camp level. VTS will be responsible for overseeing and coordinating different trades selected, based on the curriculum provided by UNHCR and ensure support to implement the activities in the refugee camps where designated training centers are established by UNHCR. S/he will ensure timely delivery of the vocational course(s) and the successful completion through external assessment followed by certification, following the humanitarian principles and sector guidelines and standard. S/he will work closely to implement the training curriculum for the assessment-based trade for the refugee beneficiaries and will facilitate them to engage with work placement/ employment during/ after receiving the vocational training from the project. S/he will also provide technical guidance to the Assistant Trainer (AT) and Vocational Supervisor (VS). S/he will perform his/her task with close collaboration and under the supervision of Skills Development Manager (SDM).
The project is seeking 01 (One) Vocational Training Specialist (VTS) who will be responsible for delivering the Up-Skills curriculum for the Sewing Machine Operation & Maintenance trade.
Job Responsibilities and Tasks
A. Key Activities
Supervise the enrolment process of training participants to a specific trade ensuring the prequalification criteria.
Ensure the appropriate delivery of the Competency Standard (CS) and Competency Based Learning Materials (CBLM) aligned with UNHCR guideline.
To implement and administer all assessment and quality assurance procedures in consultation with Skills Development Manager (SDM) as directed by UNHCR.
To support, train and guide learners and develop their personal and professional attitudes, skills and abilities with responsibility to ensure successful completion of qualifications.
To liaise and share good practice with peer Trainers, Technical Assistant, Senior Officer- Job Placement and Business Development (SO-JPBD), Assistant Manager: Monitoring and Evaluation (AMME), Vocational Training Specialists (VTSs), Skills Development Manager (SDM) and the Training Center in Charge (TCiC) and to attend regular Progress and Standardisation meetings.
Facilitate ToT and relevant skill assessment for the relevant staff -Assistant Trainer (AT) and Vocational Supervisor (VS) of the project in consultation with SDM.
Coordinate with other trainers to ensure all required M&E is completed.
Analyse training needs and feedback on the courses needed for future planning/management information to modify and improve existing programs
To follow up and provide feedback to fellow trainers and support their continuous professional development
Link former training participants with program/project activities
B. Reporting Activities
Support both SDM and TCiC on providing monthly report, progress and achievement of each individual learner
Maintain appropriate records of quality assurance, assessment, registration and certification activities.
Disseminate information and feedback from monitoring activities and ensure all actions are addressed by indicated timescales.
C. General
Assist project implementation team in conducting regular/monthly and need based meetings.
Regularly update the senior management on project progress and challenges in the field and ensure their timely solutions.
Ensure logistics and security to the project’s staff as per organisation’s policies and procedures in coordination with Logistics department.
Create congenial/friendly working environment for all staff members and ensure appropriate learning culture adhering to all safeguarding issues.
Attend training/orientation as and when asked by the organisation/ project management and participate in meetings, workshops and other events organized by other stakeholders and represent the project.
Perform any other related duties or responsibilities when assigned by the organisation/ project management.
