Responsibilities & Context:

Job Nature: Full-time (Contractual Up to December 2026, might be Extended Upon Project Renewal)
Project Brief: The organization, with support from UNHCR, has been implementing the project Community Empowerment Promoted through Skills Development Initiatives for Rohingya refugees in Cox's Bazar. The 2026 project has three interrelated components. Skills Development and Economic Inclusion covers technical and higher-level training, English and life skills, digital and financial literacy, employment and self-employment support, business grants, and Green Innovation Hubs. Female Hygiene Materials and Social Business covers FHM and craft production, safe wage-earning opportunities, quality systems, and responsible market linkages. Information Management covers post-distribution monitoring, data quality and security, cleaned datasets, dashboards, and analytical reporting. Together, the components seek to strengthen self-reliance, economic inclusion, accountability, and community empowerment.
Job Statement: The primary objective of this position is to ensure the timely, accurate, and efficient packaging of finished goods and other materials as required by the Project, ensuring that packaged items are properly prepared, organized, and ready for delivery or dispatch in accordance with established project requirements and procedures.
The incumbent will supervise and participate in day-to-day packaging activities, coordinate the collection and movement of finished goods from production and storage areas, and ensure that the required quantity of products is available for packaging. The position will regularly monitor finished-goods production and stock status, maintain accurate packaging and stock records, and communicate updates to the Centre In-Charge and relevant team members to facilitate timely packaging and delivery.
The Packaging Supervisor will work closely with the Centre In-Charge, Production, QC, Warehouse/Store, and other relevant teams to ensure a smooth flow of finished goods from production through packaging and preparation for delivery. The position will also ensure that packaging materials are used appropriately, packaged goods are properly identified and organized, and any shortages, discrepancies, or operational issues are promptly reported and addressed.
Job Responsibilities and Tasks

A. Key Activities and Responsibilities

  • Supervise day-to-day packaging, handling, storage, picking, and dispatch preparation of finished goods in accordance with approved specifications, SOPs, delivery plans, and supply chain procedures.

  • Monitor the receipt of finished goods from production and ensure proper quantity verification, documentation, identification, and transfer to the designated warehouse or packaging area.

  • Maintain accurate inventory records and regularly update stock ledgers, bin cards, stock registers, and other relevant inventory management tools.

  • Ensure proper implementation of FIFO and, where applicable, FEFO principles for finished goods, raw materials, and packaging materials to minimize ageing, deterioration, and stock losses.

  • Ensure proper batch/lot identification, labeling, stacking, segregation, and traceability of finished goods throughout the storage and packaging process.

  • Monitor stock levels, stock ageing, minimum and maximum stock levels, and packaging material consumption to identify potential shortages or excess inventory.

  • Prepare daily and weekly packaging and dispatch plans based on production output, available inventory, delivery schedules, stock priorities, and manpower availability.

  • Coordinate with the Production Team for timely transfer and replenishment of finished goods and ensure uninterrupted packaging operations.

  • Coordinate with Store/Warehouse and Logistics Teams for stock movement, internal transfers, picking, loading, dispatch, and delivery of finished goods.

  • Supervise the picking, counting, packing, labeling, staging, and handover of finished goods for dispatch, ensuring accuracy against approved requisitions, delivery orders, waybills, or dispatch documents.

  • Conduct physical inventory counts and cycle counts and reconcile physical stock with stock records. Immediately report and investigate any stock variance, shortage, excess, damage, or unexplained movement.

  • Ensure proper documentation of stock receipt, issue, transfer, adjustment, and dispatch, maintaining complete inventory transaction records and audit trails.

  • Monitor packaging material inventory and ensure timely replenishment based on consumption trends, stock levels, and upcoming production and delivery requirements.

  • Maintain proper warehouse housekeeping, 5S practices, safe stacking, aisle clearance, storage zoning, and appropriate handling of materials and finished goods.

  • Supervise packaging workers/volunteers, prepare duty rosters, monitor labour attendance, assign daily tasks, and ensure efficient utilization of available manpower according to workload and operational requirements.

  • Monitor worker productivity, packaging output, attendance, overtime, and task completion and maintain accurate labour and production records.

  • Conduct regular quality and quantity checks during picking, packing, and dispatch preparation and ensure compliance with approved packaging, labeling, and product specifications.

  • Segregate and properly identify damaged, rejected, expired, or non-conforming products and coordinate with the Quality Control and management teams for appropriate disposition.

  • Monitor stock ageing and ensure timely escalation of slow-moving, damaged, obsolete, or at-risk inventory.

  • Maintain proper documentation and filing of GRN, stock issue/transfer records, stock reconciliation reports, bin cards, inventory reports, packaging records, attendance sheets, waybills, and dispatch documents, as applicable.

  • Ensure proper segregation and controlled access to confidential inventory, production, worker, wage, and programme-related information.

  • Prepare regular inventory, packaging, stock movement, dispatch, labour attendance, and operational reports and submit them to the relevant supervisor or Project Management Unit.

  • Support internal and external audits, physical inventory verification, donor monitoring, government inspections, third-party assessments, and other compliance requirements.

  • Identify supply chain, inventory, manpower, quality, and operational risks and recommend practical corrective and preventive actions to ensure continuity of operations.

  • Promote compliance with organizational policies and procedures, including PSEA, safeguarding, Code of Conduct, health and safety, data protection, and accountability standards.

  • Perform any other warehouse, store, inventory, packaging, logistics, or supply chain related duties assigned by the Project Management Unit.

B. Core Competencies (Knowledge, Ability & Attitude):

  • Sound understanding of packaging processes, finished-goods handling, and preparation of products for delivery or dispatch.

  • Ability to plan and supervise daily packaging activities based on finished-goods availability and delivery requirements.

  • Good understanding of finished-goods stock monitoring, physical counting, and basic stock reconciliation.

  • Ability to organize and prioritize packaging activities according to delivery schedules and operational requirements.

  • Ability to supervise, guide, and coordinate packaging workers and refugee volunteers effectively.

  • Good understanding of basic inventory and warehouse management principles, including proper storage, handling, segregation, counting, and movement of finished goods.

  • Ability to maintain accurate packaging records, stock records, daily updates, and other relevant documentation.

  • Good knowledge of basic MS Office applications, particularly Excel and Word, for maintaining records and preparing reports.

  • Supportive, respectful, and culturally sensitive attitude toward refugee participants and production volunteers.

  • Willingness and ability to work in hardship and field-based environments, including production centers located in refugee camp settings.

  • Previous experience in packaging, warehouse/store management, production, logistics, or manufacturing environments will be an advantage.
