Experience:

Masters / Bachelor in any discipline with certifications in Quality Management Systems (QMS), ISO Standards, Garment Quality Control, Six Sigma etc.
Education requirements may be relaxed for highly experienced in Lingerie items garment industry.
At least 3-5 years of experience in quality control or quality assurance in Lingerie items garment industry.
Working experiences in Quality Assurance and Quality Control Department with Quality Assurance and Control Systems, Fabric Inspection and Testing, Production Process Monitoring and Final Product Inspection in renowned RMG Factory and in handcrafted production.
Experience in Rohingya Camp Context will be preferred.

Project Brief: The organization, with support from UNHCR, has been implementing the project Community Empowerment Promoted through Skills Development Initiatives for Rohingya refugees in Cox's Bazar. The 2026 project has three interrelated components. Skills Development and Economic Inclusion covers technical and higher-level training, English and life skills, digital and financial literacy, employment and self-employment support, business grants, and Green Innovation Hubs. Female Hygiene Materials and Social Business covers FHM and craft production, safe wage-earning opportunities, quality systems, and responsible market linkages. Information Management covers post-distribution monitoring, data quality and security, cleaned datasets, dashboards, and analytical reporting. Together, the components seek to strengthen self-reliance, economic inclusion, accountability, and community empowerment.
Job Statement: The primary objective of this position is to ensure the consistent quality, compliance, and reliability of products produced under the Project. The incumbent will be responsible for implementing and monitoring quality control procedures across assigned production centers, including inspection of raw materials, in-process products, and finished goods, in line with established UNHCR, CNRS, AQL, ISO, and customer-specific quality standards. The position will identify and address quality issues, maintain accurate quality control documentation, support corrective and preventive actions, and provide timely quality-related reports and recommendations to management. The QC Officer will also work closely with production and other relevant teams to strengthen quality practices, minimize defects and non-conformities, and promote continuous improvement while ensuring that products meet the required specifications and quality benchmarks before delivery.
Job Responsibilities and Tasks
A. Key Activities and Responsibilities
Develop, implement, and maintain comprehensive quality control procedures and systems covering incoming raw materials, accessories, in-process production, finished lingerie items, packaging, and final dispatch.
Ensure compliance with approved quality standards, AQL requirements, ISO standards, customer specifications, technical specifications, approved samples, and project requirements.
Supervise day-to-day QC activities across all production centers and ensure consistent implementation of approved inspection procedures, QC checklists, SOPs, and quality standards.
Maintain and regularly update the 07 Activity and 07 Follow-up system for all production centers, covering planned QC activities, inspections, findings, corrective actions, responsible persons, deadlines, and completion status.
Conduct incoming quality inspection of fabrics, elastics, threads, labels, packaging materials, and other accessories before releasing materials for production.
Inspect fabrics for GSM, width, construction, shade variation, color matching, fabric defects, holes, stains, contamination, uneven dyeing, barre, slubs, and other visual defects.
Verify fabric rolls against purchase specifications, approved standards, delivery documents, batch/lot numbers, quantities, and relevant material test reports.
Conduct or coordinate fabric shrinkage, colorfastness, GSM, dimensional stability, stretch and recovery, and other applicable material tests before production use.
Maintain proper raw material inspection records and ensure accepted, rejected, and conditionally accepted materials are clearly identified and segregated.
Conduct inspection of lingerie components and accessories, including elastic, thread, labels, tapes, trims, packaging materials, and other production inputs, to ensure conformity with approved specifications.
Establish and monitor material traceability from raw material receipt through production, finished goods, and final dispatch by maintaining appropriate lot, batch, roll, and production records.
Conduct inline quality inspections at critical production stages, including cutting, sewing, elastic attachment, waistband operation, leg opening, overlocking, hemming, finishing, and packing.
Monitor garment construction and workmanship, including stitch formation, SPI, seam allowance, seam strength, overlock quality, skipped stitches, broken stitches, open seams, loose threads, puckering, uneven stitching, needle damage, and raw edges.
Conduct measurement checks against approved size specifications and tolerance limits, including garment length, waist width, hip width, rise, leg opening, waistband dimensions, and other applicable lingerie measurements.
Inspect elastic performance, including elastic width, attachment, tension, distribution, recovery, stretching, twisting, and proper placement in waistband and leg openings.
Monitor lingerie-specific construction issues such as uneven leg openings, waistband distortion, side seam variation, panel mismatch, excessive tension, fabric stretching, seam puckering, and measurement deviations.
Conduct end-line and final product inspections to verify overall appearance, workmanship, measurements, construction, cleanliness, labeling, folding, packaging, and presentation.
Conduct Pre-Delivery Inspection (PDI) of finished goods based on approved sampling plans and AQL requirements before release for delivery.
Apply appropriate sampling techniques and classify defects as critical, major, and minor in accordance with approved AQL standards and inspection procedures.
Calculate and monitor defect rates, rejection rates, DHU, rework rates, first-pass yield, and other relevant quality performance indicators.
Maintain defect-wise analysis and identify recurring defects, root causes, production stages, machines, operators, or processes contributing to quality problems.
Coordinate with Production, Technical, Store, Procurement, and Project Management teams to resolve quality issues and ensure that corrective actions are implemented within agreed timelines.
Raise Non-Conformance Reports (NCRs) for raw materials, in-process products, and finished goods that fail to meet approved specifications.
Lead or support Root Cause Analysis (RCA) and follow up on Corrective and Preventive Actions (CAPA) to prevent recurrence of identified quality issues.
Establish appropriate quarantine and segregation procedures for rejected, defective, or non-conforming raw materials and finished products to prevent unintended use or dispatch.
Verify rework and replacement products through re-inspection before approving them for further processing, packing, or delivery.
Coordinate with suppliers regarding raw material quality issues, rejected materials, replacement requirements, and corrective actions and maintain proper follow-up records.
Support supplier quality assessment and monitor supplier performance based on material quality, rejection rates, delivery compliance, and recurring quality issues.
Review approved samples, measurement charts, technical specifications, product standards, and reference samples with production and QC teams before starting new production.
Conduct pre-production meetings and quality briefing sessions with production personnel to communicate critical quality points, workmanship requirements, measurement tolerances, and common defects.
Monitor machine-related quality issues and coordinate with technical or maintenance teams when machine settings, needle condition, tension, pressure, or other equipment-related factors affect product quality.
Ensure proper needle control and monitor needle-related risks, including broken needle incidents, needle damage, skipped stitches, and fabric damage.
Supervise and guide QC Inspectors and QC Supervisors and ensure that inspections are conducted objectively, accurately, and consistently.
Conduct regular QC staff performance reviews, coaching, refresher training, and on-the-job technical guidance on garment inspection and defect identification.
Maintain approved reference samples, defect samples, shade bands, measurement charts, inspection standards, and other visual quality references at production centers.
Ensure proper control and availability of the latest approved specifications, samples, checklists, work instructions, and quality documents at each production center.
Prepare daily, weekly, and monthly quality reports covering incoming inspection, inline inspection, end-line inspection, PDI, rejection, rework, defects, NCRs, CAPA, and overall quality performance.
Prepare quality trend and defect analysis reports and provide data-driven recommendations to management for improving production processes and reducing rejection and rework.
Participate in donor, customer, UN agency, government, third-party, and internal monitoring visits, inspections, audits, and product quality assessments.
Ensure complete documentation and traceability of inspection results, material approvals, rejection records, PDI reports, NCRs, CAPA, testing reports, and corrective action follow-up.
Monitor compliance with workplace hygiene, product cleanliness, safe handling, and contamination prevention requirements, particularly for Female Hygiene Management products and lingerie items.
Support continuous improvement initiatives by identifying process gaps, reducing defects and rework, improving first-pass quality, and strengthening quality assurance systems across production centers.
Perform any other quality assurance, quality control, inspection, testing, compliance, or product quality-related tasks assigned by the Project Management Unit.

In-depth understanding of AQL (Acceptable Quality Level), ISO quality standards, product specifications, and customer-specific quality requirements.
Strong ability to conduct incoming, in-process, and final inspections and identify defects accurately.
Knowledge of fabric, garment, and finished-product quality parameters, including measurement, stitching, seam quality, workmanship, finishing, color consistency, shrinkage, tensile strength, and colorfastness.
Ability to identify, classify, document, and analyze critical, major, and minor defects and determine appropriate corrective actions.
Ability to independently supervise and coordinate QC activities across production units while maintaining consistency in quality standards.
