Experience:
Minimum Bachelor’s degree in MIS/Information Management, Data Science, Statistics, Information Technology, Geography, URP, or any other relevant discipline.
Education requirements may be relaxed for highly experienced candidates.
Minimum 3 years of relevant professional experience in information management, data management, MEAL/M&E, monitoring, research, humanitarian programming, or a related field.
Experience working with NGOs/INGOs, humanitarian programs, development projects, or donor-funded programs along with working experience in Cox’s Bazar context will be an added advantage.
Technical Skills
Proficiency in KoboToolbox, ODK, and other digital data collection platforms.
Experience in questionnaire/form design, deployment, and digital data collection monitoring.
Advanced skills in Microsoft Excel and database management.
Strong knowledge of data cleaning, validation, consolidation, reconciliation, and quality assurance.
Experience in data documentation, metadata management, and version control.
Ability to conduct descriptive statistical analysis, data aggregation/disaggregation, and cross-tabulation with MS Excel and or ACCESS, SPSS, R, Stata etc.

Project Brief: The organization, with support from UNHCR, has been implementing the project Community Empowerment Promoted through Skills Development Initiatives for Rohingya refugees in Cox's Bazar. The 2026 project has three interrelated components. Skills Development and Economic Inclusion covers technical and higher-level training, English and life skills, digital and financial literacy, employment and self-employment support, business grants, and Green Innovation Hubs. Female Hygiene Materials and Social Business covers FHM and craft production, safe wage-earning opportunities, quality systems, and responsible market linkages. Information Management covers post-distribution monitoring, data quality and security, cleaned datasets, dashboards, and analytical reporting. Together, the components seek to strengthen self-reliance, economic inclusion, accountability, and community empowerment.
Job Statement: The Technical Officer (Coordination and Data Management) will serve as the primary contact point for Information Management assignment at the field level. The position will oversee data collection and quality assurance processes, maintain databases and information, conduct data analysis, and produce reports and information products as required to support evidence-based decision-making, accountability, and learning. Working closely with the client and field teams, the position will ensure the collection of accurate, reliable, and timely data in accordance with the agreed plan and update datasets upon validation.
Job Responsibilities and Tasks
A. Coordination
Support the overall planning, coordination, and implementation of Information Management activities in Cox’s Bazar<.
Prepare and maintain activity schedules, workplans, tracking matrices, and reporting timelines.
Coordinate field-level data collection activities, including Survey Supervisor and enumerator deployment, data collection schedules, site/beneficiary lists, and monitoring of progress.
Ensure effective communication between field teams and project management through Database Management and Protection Officer.
B. Data Management, Analysis, Quality Assurance and Data Protection
Maintain, and provide technical support for digital data collection tools and monitor data collection processes to ensure timely and accurate data capture.
Collect, compile, organize, clean, validate, securely store, and maintain datasets, metadata, documentation, and master databases.
Conduct data quality assurance activities, including accuracy, consistency, validity, duplication, verification, and data cleaning checks, and coordinate with field teams to resolve identified issues.
Maintain data backups, quality assurance records, and ensure proper archiving and retrieval of data.
Conduct quantitative data analysis using Excel, Power BI, GIS, and other analytical tools, and generate statistical summaries, trend analyses, and disaggregated findings.
Identify key findings, trends, gaps, challenges, and emerging issues, and develop dashboards, charts, graphs, tables, and analytical summaries to support programme and management decision-making.
Ensure compliance with organizational, donor, and data protection requirements by maintaining confidentiality, security, and responsible management of beneficiary and respondent information.
C. Reporting
Prepare data summaries, analytical reports, presentations, and briefing materials.
Consolidate findings into standardized reporting formats.
Support preparation of periodic and final reports within agreed deadlines.
Support preparation of donor-required data and information products.
Maintain an organized repository of reports, datasets, tools, analysis files, and supporting documentation.
Ensure consistency between databases, analytical outputs, reports, and indicator tracking systems.
Perform any other tasks as assigned by the project/organization.
