Experience:
Bachelor’s degree in law/social sciences/development studies/public administration or any other relevant discipline.
Minimum of 3 years of relevant experience in case management, legal aid, access to justice, humanitarian/protection work, or a related field.
Experience working with refugees, vulnerable or at-risk populations, preferably in a humanitarian setting.
Experience in community outreach and working with community-based volunteers is desirable.
Knowledge of trafficking, protection, safeguarding, PSEA, informed consent and data protection.
Strong communication, documentation, reporting, and interpersonal skills.Ability to work independently in a field environment and coordinate with multidisciplinary teams.
Fluency in Bangla and English; Rohingya-language ability.
The Assistant Protection Officer will function as a mobile Associate Protection Officer (APO) – Human Trafficking, supporting legal aid outreach, identification and approved screening of trafficking concerns, legal counselling, safe referrals, awareness activities, and coordination with relevant BLAST teams and service providers.
Job Responsibilities:
A. Human Trafficking and Victim of Trafficking (VoT) Screening:
Identify indicators of trafficking, exploitation, forced labour, child labour, slavery, unsafe recruitment and related risks.
Conduct or support approved Victim of Trafficking (VoT) screening procedures.
Ensure screening is conducted confidentially, respectfully and without coercion.
Escalate urgent or serious concerns through established channels.
B. Awareness and Prevention:
Conduct or support awareness activities on trafficking, legal rights, safe migration, lawful movement and available services.
Adapt activities to relevant protection, gender, age, disability and language considerations.
Ensure awareness activities follow a do-no-harm approach.
C. Mobile Outreach:
Implement approved mobile outreach activities in assigned camps.
Identify legal, protection and referral needs and facilitate appropriate follow-up.
Coordinate outreach with BLAST legal teams and Rohingya paralegal volunteers.
D. Documentation and Reporting:
Maintain accurate and confidential legal, screening, referral and activity records.
Prepare required reports and provide verified information for project reporting.
Identify and communicate relevant, anonymized trafficking and protection trends.
Comply with approved information management and data-protection procedures.
E. Expected Deliverables:
The Assistant Protection Officer will contribute to:
Approve mobile legal-aid outreach activities and records.
Appropriate legal counselling and assistance records.
Completed VoT screening and referral documentation, where applicable.
Community awareness and prevention activities.
Accurate and confidential case and referral records.
Timely weekly/monthly and other required reports.
Anonymized trafficking/protection trends and identified service gaps.
Practical recommendations to improve legal assistance, referral and protection support.
Specific numerical targets will be determined through the approved workplan, where applicable.
F. Reporting and Coordination: The Assistant Protection Officer will report to the Senior Case Management Officer and work under the technical guidance of the Legal Coordinator. The position will coordinate with BLAST legal teams, Rohingya paralegal volunteers, and relevant protection/service providers and will:
Follow the approved work plan and outreach schedule.
Submit required reports within agreed timelines.
Seek technical guidance on matters outside the assigned mandate.
Promptly escalate serious protection, trafficking, safeguarding and security concerns.
Participate in relevant meetings and coordination activities as assigned.
G. Safeguarding, Confidentiality and Data Protection: The post holder shall:
Comply with BLAST policies, Code of Conduct, safeguarding, PSEA and applicable procedures.
Maintain strict confidentiality of client, survivor, case and referral information.
Obtain informed consent and follow authorized information-sharing procedures.
Use approved systems for handling sensitive information.
Maintain professional boundaries and treat all people with dignity and without discrimination.
Apply survivor-centred, rights-based, gender-sensitive, and do-no-harm approaches.
Promptly report safeguarding, PSEA, protection, security or confidentiality concerns through designated mechanisms.
H. Other Duties:
The Assistant Protection Officer may undertake other reasonable duties related to the PLARC Project and be consistent with the position's mandate, professional competence and BLAST policies, as assigned by the supervisor or authorized management.
