Mandatory Requirements:       

  • Skilled in Awareness Message Dissemination·      
  • Good communication skills both in English and Bangla.· 
  • Team management and capacity Development.·      
  • Report Writing skill and strong interpersonal skills.·   
  • Having sound knowledge of large-scale Volunteer management.·      
  • Sound knowledge on Kobo, ODK, SharePoint, OneDrive, etc.·      
  • Supportive Supervision.·      
  • Skilled in PSN-related issue Identification and referral.·      
  • Knowledge on SSP·      
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint).·      
  • Cultural sensitivity and understanding of diverse communities.

Responsibilities & Context:

Community Development Centre (CODEC) invites application for the COMs Officer for implementing 'Education and Protection for Refugee Community (EPRC) Project' funded by UNHCR, located at Ukhiya & Teknaf Cox’s Bazar)

Position Title: COMs Officer

Duration: 01 June 2026 to 31 December 2026.

C. Key areas of performance /Responsibility /Accountability:

  • Supervise, guide, and support COMs Volunteers to ensure effective implementation of outreach activities.

  • Prepare and coordinate daily and weekly activity plans for COMs Volunteers based on camp context and priorities.

  • Ensure volunteers disseminate accurate, timely, and life-saving information to the community as per approved messages.

  • Monitor volunteer performance and provide regular feedback, coaching, and technical support.

  • Ensure Age, Gender, and Diversity (AGD) principles are reflected in volunteer recruitment, deployment, and activities.

  • Coordinate and oversee community awareness sessions, household visits, group discussions, and issue-based messaging.

  • Ensure dissemination of information related to protection, health, WASH, services availability, rights, and assistance processes.

  • Maintain records of awareness sessions, topics covered, attendance, and community responses.

  • Support COMs Volunteers in identifying PSNs, including persons with disabilities, elderly, children at risk, and other vulnerable individuals.

  • Ensure timely referral of identified PSNs to appropriate service providers through established referral pathways.

  • Track and document PSN identification and referral outcomes.

  • Support community members to raise concerns, feedback, and complaints through the Community Feedback Mechanism (CFM).

  • Mobilize community members and volunteers to participate in consultation meetings, FGDs, and community-led discussions.

  • Coordinate Saturday Solidarity Project (SSP) activities, ensuring proper community engagement, mobilization, and documentation.

  • Facilitate meetings with visitors, government representatives, UN agencies, and national/international NGOs when required.

  • Coordinate closely with CODEC teams and UNHCR counterparts to ensure alignment and effective implementation.

  • Maintain an updated database of COMs Volunteers, including recruitment details, profiles, training records, and attendance.

  • Ensure proper documentation of awareness activities, PSN identification, referrals, SSP activities, and community feedback.

  • Provide daily updates and weekly activity reviews to the Technical Officer COMs

  • Prepare and submit weekly, monthly, quarterly, half-yearly, and annual reports as per organizational requirements.

  • Submit work plans and accomplishment reports to the Technical Officer COMs.

  • Uphold CODEC’s Code of Conduct, safeguarding, PSEA, child protection, confidentiality, and “Do No Harm” principles at all times.

  • Perform any other duties assigned by the Supervisor or Organization in line with project objectives.

Safeguarding & PSEA:

  • S/he should abide by the Inter-Agency Standing Committee (IASC)'s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy.

  • Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program's goals on safeguarding implementation.

  • Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
