China Harbour Engineering Company Ltd. (Bangladesh Branch) is seeking a highly experienced and qualified professional for the role of Community Liaison Officer for its upcoming infrastructure projects in Bangladesh.

Key responsibilities:

• Act as the primary liaison between project management and local communities, stakeholders, and government authorities to implement the project’s Stakeholder Engagement Plan (SEP);

• Develop and implement stakeholder engagement and communication strategies;

• Implement and manage the community grievance mechanism, including complaint resolution and record keeping;

• Plan and deliver engagement and communications activities to agreed timelines and budgets;

• Manage community consultations, public meetings and disclosure activities;

• Coordinate and respond to community enquiries while ensuring timely, accurate and consistent communication.

• Identify stakeholder risks early, provide strategic advice to senior leadership and implement mitigation plans;

• Identify and help mitigate community-related social risks and impacts caused by project activities;

• Ensure compliance with international environmental and social standards, including those of the International Finance Corporation;

• Support initiatives that strengthen and protect organizational reputation.

Key requirements:

• A Bachelor’s degree in Communications, Public Relations, Political Science, Business or a related field;

• Minimum 10 years of professional experience in community relations, stakeholder engagement or social development roles;

• Proven experience in at least two (2) IFC-funded infrastructure projects of value over USD 100 million of comparable scale and complexity;

• Strong experience working in infrastructure projects such as ports, terminals, inland terminal projects;

• In-depth knowledge of IFC Environmental and Social Performance Standards.
