Responsibilities & Context:

The purpose of the Community Engagement and Identity Management Associate position is to support effective beneficiary identity management and meaningful community engagement within the General Food Assistance (GFA) programme. The role ensures accurate verification, inclusion, and exclusion of beneficiaries; maintains reliable beneficiary records; and facilitates transparent communication between the programme and affected communities. Through close coordination with programme, MEAL, Protection, and Complaints and Feedback Mechanism teams, the position strengthens accountability, promotes participation, supports safeguarding and protection principles, and contributes to evidence-based decision-making and the effective, dignified delivery of food assistance in line with organizational and donor standards.

Beneficiary Identification and Management:

  • Conduct category-wise beneficiary identification for the General Food Assistance Programme in accordance with approved GFA eligibility criteria and World Food Programme (WFP) active beneficiary lists.

  • Utilize, verify, and validate WFP-shared active beneficiary data to ensure accuracy, eligibility, and alignment with programme requirements.

  • Lead and support beneficiary inclusion exercises to identify newly eligible households following approved criteria, standard operating procedures, and coordination mechanisms.

  • Lead and support beneficiary exclusion exercises, including verification of ineligible, duplicate, or no-longer-eligible households, in close coordination with relevant technical teams.

  • Ensure all inclusion and exclusion decisions are evidence-based, transparent, and compliant with approved programme criteria.

  • Maintain comprehensive documentation, approvals, and justification records for all beneficiary inclusion and exclusion decisions.

Inclusion and Exclusion Exercise:

  • Plan, coordinate, and oversee beneficiary inclusion and exclusion activities at the field level to ensure timely and effective implementation.

  • Facilitate community-based verification and validation processes to identify newly eligible households and confirm beneficiary status.

  • Coordinate assessments and verification processes for ineligible, duplicate, or disputed cases in collaboration with Programme, MEAL, Protection, and CFM teams.

  • Ensure exclusion processes adhere to due process, accountability, and protection principles, minimizing risks to affected populations.

  • Document inclusion and exclusion outcomes and ensure timely updating of beneficiary records and databases.

Coordination and Communication on Beneficiary Identification Management:

  • Support beneficiary inclusion and exclusion activities in close coordination with Programme, MEAL, Protection, and Complaints and Feedback Mechanism (CFM) teams.

  • Ensure beneficiaries are appropriately informed about inclusion and exclusion processes, criteria, and outcomes through approved communication channels and community engagement approaches.

Database and Information Management:

  • Maintain, update, and regularly enhance beneficiary databases to ensure data accuracy, completeness, and integrity.

  • Support data cleaning, verification, reconciliation, and alignment with WFP systems and internal organizational records.

  • Ensure confidentiality, safe handling, and protection of beneficiary data in accordance with data protection and information security standards.

Beneficiary Referral and Follow-up:

  • Identify beneficiaries requiring referrals to relevant services and assistance mechanisms in line with programme objectives.

  • Coordinate referrals with concerned internal teams and external partners as appropriate.

  • Conduct systematic follow-up on referrals to track outcomes and document results for reporting and accountability purposes.

Emergency Preparedness and Response:

  • Prepare, maintain, and regularly update beneficiary master lists and disaggregated datasets for emergency response purposes.

  • Ensure availability, accuracy, and timely updating of beneficiary databases to support rapid response during emergencies.

  • Coordinate with Programme and relevant teams to support emergency beneficiary verification, targeting, and response planning.

Safeguarding, Protection, and Compliance:

  • Ensure full compliance with WVB safeguarding policies to protect beneficiaries and staff from harm, abuse, neglect, harassment, and exploitation.

  • Promote and uphold safeguarding principles, including Gender Mainstreaming, Protection, Prevention of Sexual Exploitation and Abuse (PSEA), and Accountability to Affected Populations (AAP).

Coordination and Reporting:

  • Work closely with Programme, MEAL, Protection, and CFM teams to ensure integrated and coordinated implementation of GFA-related activities.

  • Participate in coordination meetings, field-level reviews, and programme planning sessions as required.

Ad-hoc Activities:

  • As per requirement in changing context, support to sectors in performing relevant activities.
