Responsibilities & Context:
∎ Program Implementation:
∎ Facilitate the implementation of CBR activities in alignment with the program’s objectives and principles.
∎ Support children and youth with disabilities and their families in accessing services across all CBR domains.
∎ Promote community-based solutions to enhance inclusion and participation.
∎ Stakeholder Engagement:
∎ Work closely with families, caregivers, community leaders, and local service providers to promote disability inclusion.
∎ Establish and maintain partnerships with local organizations, schools, and healthcare providers.
∎ Act as a liaison between the community and program team to ensure effective communication and collaboration.
∎ Capacity Building:
∎ Provide training and support to families, community members, and service providers on disability inclusion and rights.
∎ Facilitate the formation and strengthening of self-help groups and community support networks.
∎ Build the capacity of local stakeholders to sustain inclusive practices.
∎ Awareness and Advocacy:
∎ Organize awareness campaigns to promote the rights and inclusion of children and youth with disabilities.
∎ Advocate for accessible services and inclusive policies at the community level.
∎ Engage with community leaders to foster a supportive and enabling environment.
∎ Monitoring and Evaluation:
∎ Conduct regular field visits to monitor the progress and impact of CBR activities.
∎ Collect and document data, success stories, and lessons learned.
∎ Prepare and submit periodic progress reports to the Project Coordinator.
∎ Reporting and Documentation:
∎ Prepare monthly, bi-monthly, half-yearly and Annual Report in In English and share to donor.
∎ Documents project learnings and ensure preserving those documents for further use.
∎ Keep regular communication with donor part and do necessary correspondence as required.
∎ Service Coordination:
∎ Ensure children and youth with disabilities have access to education, healthcare, and vocational training opportunities.
∎ Coordinate referrals to specialized services and follow up on case management.
∎ Support the development and implementation of individualized plans for program beneficiaries.
∎ Mobilize local communities to actively engage in and participate in CBR activities.
∎ Within the framework of the CBR matrix, work with families and communities to identify, implement, and establish measures to empower persons with disabilities in sustainable ways.
∎ Collaborate with families and communities to undertake relevant activities to prevent disabilities. This includes, but is not limited to, conducting talks on prevention, identification, referral, and follow-up tailored to each family’s needs and addressing their questions.
∎ Conduct home visits to persons with disabilities and provide training to enhance their skills and abilities, enabling their participation in family and social life.
∎ Provide social support to children with disabilities and their families.
∎ Identify and refer children with disabilities requiring care to the appropriate services.
∎ Conduct follow-ups for persons referred to services and care facilities.
∎ Encourage communities to offer economic empowerment opportunities in inclusive ways.
∎ Participate in the planning, effective organization, and reporting of community outreach programs.
∎ Collaborate with local government services and authorities to provide support to children and youth with disabilities.
∎ Partner with NGOs to implement sustainable interventions for children with disabilities.
∎ Work closely with persons with disabilities, actively involving them in program activities.
∎ Undertake local resource mobilization initiatives to support children with disabilities.
∎ Raise awareness among households and communities about Ear, Nose, and Throat (ENT) health, as well as mental health (MH).
∎ Identify and refer individuals suspected of having ENT or mental health problems to appropriate health facilities.
∎ Educate households and communities on basic hygiene and sanitation practices.
∎ Perform other duties as assigned.
∎ Complete individual rehabilitation plans (IRPs) using logbooks aligned with the International Classification of Functioning, Disability, and Health (ICF).
∎ Assist in organizing medical camps within the community.
∎ Supervise the daily activities of CBR workers.
∎ Support individuals in obtaining disability identification cards and securing educational stipends for children and youth with disabilities.

∎ Program: The meaningful Participation and Inclusion of Children and Youth with Disabilities in all domain of CBR.

∎ Reporting To: Project Coordinator
∎ Job Overview: The Community-Based Rehabilitation (CBR) Officer will be responsible for implementing, monitoring, and supporting inclusive CBR activities in the community. This role focuses on ensuring the active participation and empowerment of children and youth with disabilities across all domains of CBR, including education, health, livelihood, social participation, and empowerment. The CBR Officer will collaborate closely with families, community stakeholders, and service providers to create an enabling and inclusive environment.
∎ Organization brief: IDEAL (Institute of Development Education for Advancement of Landless) is a local NGO established in 1987 in the Parulia village of Debhata Upazila under Satkhira District of Bangladesh. In 1987, few young educated people formed IDEAL with a view to promote social activities. From the beginning, IDEAL started to organize local poor people into different homogenous groups with the objective to secure their rights and to help them assume responsibilities which would lead to their empowerment and promote self-employment. IDEAL started water and sanitation programs considering safe water crisis in the locality and lack of sanitation practices. Then it started social forestry program as part of its environmental conservation and poverty eradication program. Savings and micro-credit programs also started for employment generation and economic empowerment. Adult literacy and non-formal primary education programs started as part of basic education for the adult people and dropout children from the poor families especially girls. IDEAL took registration from department social welfare in 1991, NGO- AB in 1996 Department of Youth development in 2003 and Microcredit regulatory authority in 2008. IDEAL have a constitution and the organization is directed by the constitution.
∎ In 2003 IDEAL started reducing vulnerability to climate change programs as southwestern part of the country is frequently affected by climate change effects. As Bangladesh is the most vulnerable country of climate change effects and southwestern part of the country is the main area of natural calamities so, IDEAL is continuing its “Reduce in lendability to climate change program” with great importance
∎ In 2009, the Child Empowerment Project was launched under the Disability Development Program with the funding of Lilien Fonds (LF) Netherlands
∎ In 2014, the Bio-Gas and Biofertilizer and Improve Cook Stove Project was launched under the Renewable Energy Program with the support of EDCOL.
∎ Project brief: Community-Based Inclusive Development is an aim or goal or an end result to be achieved of making communities and society at large inclusive of all marginalized groups and their concerns, including persons with disabilities. The rationale is that no one should be excluded from development for any reason, be it gender, disability, ethnicity, refugee status, sexuality or any other issue. CBR is the tool or strategy to achieve the goal of Community-Based Inclusive Development (CBID) for persons with disability, just as other interest groups in the community (gender etc.), use their own strategies to make development inclusive of their constituents. CBID is disability focused approached and believes in the leadership of persons with disabilities who have tacit knowledge of barriers and discrimination they face in the community.
∎ Inclusive development means that partnerships and alliances are necessary between different stakeholders, especially between DPOs, families of persons with disabilities and governments. The development of the CBR Guidelines is an example of effective partnerships between multiple stakeholders’ I-e UN agencies, DPOs, governments, donor agencies and civil society including national and international non-governmental organizations.
