Experience:
Bachelor Degree in Civil Engineering or related subject under Civil Engineering discipline.
At least three years of experience in shelter and site development projects in the Rohingya Response of Cox’s Bazar with a total experience of six years after Graduation.
Minimum two years of experience in a managerial position.
Experience in Team Management, Conflict Resolution, Budgeting, communication, researching, writing, monitoring, and evaluating, auditing, project management, and project implementation.
Proficient knowledge of standard computer software (MS Word, PowerPoint, Excel, and AutoCAD)Good communication and presentation skills both in Bangla & English.
Fluency in the Local language will get preferences.
The key purpose of this position is to carry out the duties and responsibilities of ‘Camp Manager’ for the ‘UNHCR – Shelter project’ to ensure the effective implementation of Shelter interventions maintaining the highest possible level of standards and quality by ensuring necessary support to the project and utilizing resources for implementation. To monitor the overall work progress of repairing and maintaining temporary shelters as well as monitoring the site development activities to maintain proper coordination between Technical Lead-Shelter & Site Development and the Camp’s Team.
Being an implementation partner of UNHCR, the organization is looking for a qualified individual to carry out the duties and responsibilities of the Improved Shelter Services in the respective working area.
Key Duties & Responsibilities:
Lead the Team at field level and plan, implement, and oversee shelter, site development, energy and related activities as per guidance from the Technical Lead- Shelter & SD.
Prepare detailed work plans aligned with project targets, budget and timelines, and monitor workflow through regular field visits and sample checking to ensure quality and compliance.
Review drawings, designs, and Bills of Quantity (BoQ) for shelter and site development schemes to ensure technical accuracy and feasibility.
Validate intervention areas and beneficiary selection, and assess the impact of shelter and site development activities within the community.
Closely monitor budget expenditure and burn rate maintaining related compliance and take lead in any kinds of payment related activity.
Set work priorities and provide technical direction to the Project Officer (Technical) and field teams.
Take lead in coordination with Camp-in-Charge/Camp Unit to ensure timely and effective response to emerging needs.
Ensure effective coordination with key stakeholders and shelter actors including UN agencies, ISCG, UNHCR Team, government authorities, INGOs, and local/international partners.
Define and maintain collaborative approaches with local stakeholders, camp authorities, and partner organizations.
Maintain close collaboration with the community and leaders to remain updated on shelter, site development, energy needs and emerging risks.
Take lead in any demonstration of the camp’s activity.
Review daily activity data and reports to ensure accuracy, consistency, and timely mitigation of discrepancies.
Review and validate daily, weekly, monthly, and periodic progress reports by Physical Sample check in field.
Develop and update monitoring tools aligned with project indicators and donor requirements.
Lead monthly, bi annually and annually reconciliation meeting regarding material and labor consumption.
Motivate, train, and build the capacity of staff and volunteers, preparing teams empathetically for forecasted risks and emergency scenarios.
Assist, guide, and mentor staff and volunteers to ensure smooth project implementation and adherence to standards.
Perform any other duties assigned by management based on project gaps and operational needs.
