Responsibilities & Context:

Job Context

A joint-venture power generating company is looking for a competent, proactive and self-motivated professional for its 45MW Solar Power Plant project to lead and monitor Health, Safety, Environment & Social (HSES) activities at project site.

Job Responsibilities

  • HSES Management System Implementation & Compliance: Develop, implement, and continuously improve the HSES Management System (HSES-MS) including policies, management plans, standard operating procedures (SOPs), etc. Ensure alignment with Bangladesh labor laws and international standards (e.g., IFC Performance Standards, World Bank EHS Guidelines).

  • Risk & Hazard Management: Conduct routine safety inspections and audits, occupational health and safety risk assessments, and job safety analyses (JSA) across high-voltage solar arrays, substations, and construction fields; enforce strict permit-to-work (PTW) systems.

  • Incident Investigation & CAPA: Lead immediate investigations into any site accidents, near-misses, or environmental anomalies; determine root causes and prepare robust Corrective and Preventive Action (CAPA) reports. Maintain incident databases and ensure escalation of high-potential incidents (HiPo) and serious injuries/fatalities in accordance with corporate requirements.

  • Environmental & Social Management Plan (ESMP) Implementation: Lead the implementation, operationalization, and continuous improvement of the Environmental and Social Management Plan (ESMP). Ensure all mitigation measures that will be identified in the Environmental and Social Impact Assessment (ESIA) are fully implemented, tracked, and verified for effectiveness throughout the project lifecycle.

  • Grievance Redressal Management: Design, implement, and maintain a Grievance Redress Mechanism (GRM), ensuring complaints are timely actioned on and addressed.

  • Social & Community Engagement: Oversee the social management plan, addressing local community grievances, workforce influx, traffic and community safety risks, land-use sensitivities, and stakeholder relationships around the project perimeter to maintain a positive social license to operate.

  • HSE Training & Awareness: Design, organize, and deliver targeted HSES onboarding, specialized safety training modules, emergency evacuation drills, and daily technical toolbox talks for employees and third-party contractors.

  • Environmental Management: Manage the environmental management plan and monitor waste management frameworks (including solar panel disposal or replacement policies), site drainage, dust, noise, erosion and sediment control, water consumption for panel cleaning, and local biodiversity protection initiatives.

  • Security Management: Develop, implement, and oversee the project Security Management Plan, ensuring protection of personnel, assets, and surrounding communities. Conduct security risk assessments and oversee the performance of security personnel and contractors.

  • Emergency Preparedness and Crisis Management: Develop and maintain the emergency response plan (ERP) covering electrical incidents, fire, medical emergency, extreme weather, environmental spills and other relevant scenarios. Ensure availability and readiness of emergency equipment, and trained responders on site. Conduct regular emergency drills and evaluate response effectiveness.

  • Contractor HSES Management: Review and evaluate contractor HSES plans, risk assessments, method statements, verify competency, legal compliance documentation (insurance/medical fitness) and training requirements prior to site mobilization. Supervise contractors and subcontractors, and ensure compliance with the HSES-MS. Enforce contractor obligations including the proper, non-negotiable usage of Personal Protective Equipment (PPE), and competency and certification requirements.

  • Regulatory Liaison & Licensing: Coordinate with the Department of Environment (DOE) and local administrative bodies to secure, renew, and manage Environmental Clearance Certificates (ECC) and related regulatory filings.

  • Multinational Reporting: Formulate, document, and present sophisticated monthly compliance reports, HSES audits, and key performance data for international joint-venture partners with flawless professional English proficiency.
