  • Minimum 3 years of experience in project management, preferably in skills development, training, or livelihood programs.

  • Previous experience in a managerial role in soft skills and technical skills training programs will be an advantage.

  • Strong leadership, coordination, and team management skills, including the ability to mentor and supervise field staff.

  • Experience in community development, stakeholder engagement, and working with government agencies and local authorities.

  • Proficiency in MIS applications and Microsoft Office, with strong data analysis and report-writing skills.

  • Excellent communication, problem-solving, and organizational skills, with willingness and flexibility to travel extensively within the project area.



Responsibilities & Context:

WAVE Foundation is a national Civil Society Organization (CSO) established in 1990. Since its inception, the organization has been implementing a broad range of development interventions aimed at improving the socio-economic conditions of poor and marginalized communities while promoting human rights, social justice and good governance. As part of its Community Development and Youth Empowerment portfolio, WAVE has extensive experience in skills development, entrepreneurship promotion, employment facilitation and market-oriented capacity building to support vulnerable communities in accessing economic opportunities and pursuing sustainable livelihoods.

WAVE Foundation is currently implementing the Economic Acceleration and Resilience for NEET (EARN) Project in 10 districts across the Sylhet and Chattogram Divisions under Package S-14 (Sylhet Division) and Package S-9.3 (Chattogram Division). In Sylhet Division, the project is being implemented in the districts of Sylhet, Moulvibazar, Habiganj, and Sunamganj, while in Chattogram Division, it covers the districts of Feni, Lakshmipur, Cumilla, Noakhali, Brahmanbaria, and Chandpur. Through these assignments, WAVE Foundation is contributing to the establishment and operation of 1,250 Village Level Training Centers (VLTCs), which are expected to provide market-responsive skills development, employment support, and entrepreneurship services to more than 175,000 young women and men.

Project Details:

The Economic Acceleration and Resilience for NEET (EARN) Project is a flagship initiative of the Government of Bangladesh, implemented by the Department of Youth Development (DYD) under the Ministry of Youth and Sports (MoYS) with financial support from the World Bank. The project is being implemented in 250 rural upazilas across Bangladesh to enhance the employability and economic resilience of NEET youth (Not in Education, Employment, or Training), particularly women. Through an integrated approach, the project provides market-responsive skills development training, socio-emotional behaviour (SEB) and entrepreneurship development training (EDT), internships and apprenticeships, employment and self-employment support, mentorship, seed financing for eligible entrepreneurs, and community-based social mobilization to create an enabling environment for youth economic participation and empowerment.

 

 

Job Summary:

The Upazila Manager will oversee the planning, implementation, and monitoring of project activities within the assigned Upazila. The role involves leading and supervising field staff, coordinating with local stakeholders and government officials, and ensuring that project activities are implemented effectively, achieve their targets on time, and maintain high-quality standards. The Upazila Manager will monitor progress through project management and data management systems, proactively address implementation challenges, and support the capacity-building of project staff. The ideal candidate will possess strong leadership, organizational, and community engagement skills, ensuring operational excellence and the successful delivery of project outcomes for beneficiaries.

 

Job Responsibilities

  • Lead the planning and implementation of project activities at the upazila level.

  • Supervise and mentor field staff to ensure high performance and adherence to project standards.

  • Coordinate with local stakeholders, government agencies, and community leaders to ensure smooth project implementation.

  • Monitor progress against project targets and ensure timely and accurate data entry into the MIS.

  • Prepare and submit detailed progress reports to the central office.

  • Identify implementation challenges and take appropriate corrective actions to maintain project quality and effectiveness.

  • Organize regular team meetings and capacity-building sessions for project staff.

  • Coordinate closely with the UNO, UYDO, Union Councils (UCs), Upazila Coordination Committees (UCCs), and Community Groups (CGs) to ensure smooth implementation and local endorsement of project plans and beneficiary lists.

  • Support and oversee Community Group (CG) activities, including meetings, awareness sessions, and community-based monitoring of VLTC operations.

  • Ensure compliance with Environmental and Social Safeguards, including SEA/SH prevention measures, grievance redress mechanisms, and the safe operation of VLTCs.

  • Establish and maintain strong working relationships with local enterprises, SMEs, agro-processors, traders, exporters, and service providers.



Job Other Benifits:
    • BDT 22,500-24,000 per month with other admissible benefits as per project provision.

    • Salary and other admissible benefits (if any) are inclusive of all taxes as imposed by the government of Bangladesh. Taxes will be deducted at sources as per government rules.
