Additional Requirements:
  • Bachelor degree in sociology, social work, anthropology, development studies or other related disciplines

  • Minimum 5 years working experience in the field of Youth development and minimum 3 years specific experience in skills training program/TVET sector.



Responsibilities & Context:

Context :
The primary purpose of this role is the overall implementation of the project at the upazila level in consultation with the project team and the local level stakeholders. The position will also maintain close relationships with the field level officials of the Department of Youth Development (DYD) for programme implementation.

Major Responsibilities:

  • Lead coordination with government officials, especially the Upazila Youth Development Officer (UYDO) and Upazila Nirbahi Officer (UNO).

  • Ensure effective collaboration between joint venture partners and BRAC Skills Development Programme teams at the upazila level.

  • Act as the focal point for the Upazila Project Implementation Committee, ensuring administrative support and local government engagement.

  • Represent the programme locally, maintaining relationships with NGOs, community leaders, and donor teams.

  • Establish strong monitoring systems to achieve targets for NEET youth mobilization, enrollment, and completion.

  • Ensure transparent financial management and adherence to Value for Money (VfM) principles.

  • Oversee operations of Village Level Training Centers (VLTCs) with community and stakeholder engagement.

  • Organize and facilitate meetings, workshops, and training sessions; maintain proper documentation.

  • Ensure accurate MIS data entry and proper record-keeping for audits.

  • Lead selection of NEET youth, ensuring inclusivity (50% female and marginalized groups).

  • Monitor trainers and mobilizers, providing guidance to ensure effective delivery.

  • Facilitate job placement and self-employment through linkages with industries and financial institutions.

  • Supervise job placement and apprenticeship components to ensure employment outcomes.

  • Prepare and submit monthly and quarterly progress reports (MPR/QPR).

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
