• Minimum 5-7 years of professional experience in public health, MNCHN, outbreak preparedness, IPC/WASH, or emergency response programs in Bangladesh.

• Practical experience working with government health systems, including District Hospitals, Upazila Health Complexes, and Community Clinics.

• Experience in providing technical supervision, mentoring, and capacity building to health service providers and frontline workers.

• Sound knowledge of national MNCHN, IPC, and disease surveillance guidelines, including HMIS and IEDCR reporting systems.

• Experience working in donor-funded projects (preferably USAID, FHI 360, WHO, or UNICEF supported) will be an advantage.

• Ability to analyze health service and surveillance data and use findings for program improvement.

• Good communication skills in Bangla and working proficiency in English for reporting and coordination.

• Computer literacy with working knowledge of MS Word, Excel, PowerPoint, and digital reporting platforms.

• Willingness to travel frequently within project districts and work in field-based settings

• Basic knowledge and practical understanding of safeguarding, patient safety, and ethical standards in public health programming.



Responsibilities & Context:

Introduction

DASCOH Foundation is a non-government and non-profitable organization. Utilizing local knowledge of the people at grass root and available resources at local level, DASCOH has put forward an alternative participatory development process. It has developed a professional workforce with flexible decision-making capacity. DASCOH is using supportive supervision & coaching method to develop human capital and thus helping to develop the capacity of local government institutions, which is reflected in the project planning and management with local government, private sector, donors and the community. Currently, it operates several projects, covering the thematic areas of health, climate adaptation, human rights, quality education, livelihood improvement, etc. mainly covering Rajshahi division but all over the country. Several projects are ongoing in the thematic areas and information technology support are required for innovation, monitoring, analysis and showcasing good practices and achievements. Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global project funded by the U.S. Department of State and the US President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to strengthen Global Health Security (GHS), including outbreak response; improve maternal and child health (MCH), and promote health systems strengthening (HSS) including supply chain management. EpiC is led by FHI 360 with it’s implementation partners including DASCOH working in seven districts of Bangladesh. Under the EpiC project, DASCOH will be implementing interventions to strengthen global health security, outbreak preparedness, MNCHN service continuity, and community engagement in Natore and Naogaon districts.

Purpose of the position

DASCOH is application from qualified individual for the role of Technical Expert who will support the organization and Meeting Targets and Maintaining Epidemic Control (“EpiC”) project by providing clinical and public health technical leadership to ensure that project interventions related to MNCHN services, global health security, outbreak preparedness and response, IPC/WASH, and emergency risk communication are technically sound, aligned with national guidelines, and effectively integrated into district and upazila health systems.

Job description

  • Provide technical guidance to district and upazila teams to ensure quality implementation of MNCHN, global health security, outbreak preparedness, IPC/WASH, and EMCE/RCCE activities.

  • Support government health facilities and service providers through technical supervision, mentoring, and on-site support in line with national clinical and public health guidelines.

  • Conduct and support service readiness assessments, clinical reviews, and IPC/WASH assessments, and recommend corrective actions for quality improvement.

  • Analyze routine service data, surveillance data, and supervision findings to identify gaps, risks, and opportunities for improving outbreak preparedness and MNCHN service continuity.

  • Contribute to planning, adaptation, and implementation of technical tools, SOPs, job aids, and training materials related to project interventions.

  • Participate in coordination meetings with government authorities, PHEOCs, and other stakeholders to support technical decision-making and emergency response planning.

  • Support preparation of technically sound reports, documentation, and learning products in line with organizational and donor requirements.

  • Ensure integration of patient safety, safeguarding, and ethical standards in all technical activities and field interactions.

    Working Condition: The Technical Expert will work in Natore or Naogoan district and maintain functional linkage with HQ and Donor

    Working Time: Sunday to Thursday; 40 hours in a week; (08:30 am to 05:00 pm with half an hour lunch and prayer break)

    Duration of the mandate: The initial appointment will be a period of 4 (four) months, with the possibility of extension subject to donor approval.
