Education:

  • Bachelor’s Degree in Physiotherapy or Occupational Therapy or Speech and Language Therapy or Prosthetics and Orthotics (P&O) from any reputed University/Institute;

  • Master’s degree in a relevant field is preferable;

  • At least 4 years of technical experience in the relevant thematic area, preferably in development and humanitarian context

  • Experience in capacity building, facilitation.

  • Sound knowledge of disability inclusion, rehabilitation services, and emergency/humanitarian context in Bangladesh, preferably in Rohingya camp settings.

  • Understanding of humanitarian principles, international development frameworks, and response mechanisms.

  • Knowledge of strategies to address exclusion, discrimination, and promote gender-sensitive programming.

  • Strong technical understanding of rehabilitation services and relevant stakeholders.

  • Ability to plan, implement, and monitor activities with clear and measurable objectives.

  • Skills in assessing impact, reporting (weekly, monthly, quarterly), and maintaining proper documentation.

  • Excellent communication skills in English and Bangla (both written and spoken); ability to produce clear and concise reports.

  • Good facilitation, interpersonal, and conflict management skills.

  • Approachable, empathetic, and able to engage effectively with beneficiaries and communities.

  • Ability to work independently and within a multidisciplinary team in a multicultural environment.

  • Strong organizational and time management skills, with the ability to prioritize tasks and meet deadlines.

  • Willingness and ability to travel and work in remote and hard-to-reach areas

  • Good computer skills, including MS Office and basic data entry and email communication

  • Ability to build and maintain effective relationships with team members, stakeholders, and partners

  • Knowledge of local language (e.g., Chittagonian) will be considered an advantage

  • Demonstrated resilience, adaptability, and ability to work under pressure and in uncertain environments

Project-Specific Responsibilities

  • Provide technical guidance and support to project managers, project staff, and specialists following the overall technical frameworks and standards within the rehabilitation sector.

  • Ensure that project activities related to rehabilitation are implemented according to internal quality standards and technical norms and propose adjustments or improvements where necessary.

  • Adapt project documentation as required in line with global technical norms and standards.

  • Contribute to regular technical reporting by collecting and analyzing technical data in coordination with project and MEAL teams.

  • Coordinate and collaborate with technical partners of the project as delegated by the specialist or project leader.

  • Ensure activities comply with international technical norms and standards.

  • Collect necessary elements for capitalization, lessons learned, and scientific documentation exercises and translate these into the service provision mechanism.

  • Contribute to technical learning from project implementation based on good practices and lessons learned.

  • Implement recommendations to improve the technical quality and relevance of project activities.

  • Participate in self-evaluation and project evaluation cycles under the supervision of the Project Manager/ project supervisor.

  • Propose research and study topics and supervise data collection for research activities.

  • Contribute to the terms of reference for evaluations.

  • Contribute to recruitment processes, technical interviews, and technical training where necessary.

  • Support skills upgrading plans for professionals in the sector and identify training/coaching needs.

  • Help coordinate technical professional development and facilitate community of practice in collaboration with technical division.

  • Contribute to the design and collection of operational data to ensure proper follow-up of activities and measurement of project achievements within his/her area of expertise.

  • Ensure that data processes are carried out in compliance with IM/MEAL rules and technical guidance.

  • Contribute to CDD’s technical influence by participating in relevant local networks and with local partners when required.

  • Relay and contribute to advocacy messages under his/her scope of work.

  • Draft technical inputs for new project content, continuity, or expansion under his/her technical scope.

  • Contribute to proposal development for new opportunities under his/her technical scope.

  • Contribute to emergency preparedness actions and adapt work modality during emergencies to support effective humanitarian response.

Safeguarding Responsibilities:

  • Adhere to CDD's Children and Adults at Risk Safeguarding policy, ensuring the safety and well-being of all project participants.

  • Promote a safe and secure environment for all participants and stakeholders of the project.

  • Report any safeguarding concerns promptly and follow the designated reporting procedures.

  • Perform any other responsibility/ special duty delegated by project and CDD management.

  • CDD is accepting application for the position of ‘Technical Officer, Rehabilitation’ under a project with Handicap International - Humanity & Inclusion (HI) and funded by DFAT. The duration of the project is till 31st December 2028. The selected candidate will initially be hired for a three-month probationary period. Upon successful completion of this period, his/her employment contract will be renewed on an annual basis.
