Job Context:
∎ Friends In Village Development Bangladesh (FIVDB), is a Bangladeshi non-governmental organisation founded in 1979 under the Societies` Registration Act, 1860. The organisation is also registered with the NGO Affairs Bureau and the Micro Credit Regulatory Authority, of the Government of Bangladesh that advances children`s rights and equality for girls. ∎ Friends in Village Development Bangladesh (FIVDB) is going to implement Education Cannot Wait (ECW) Multi Year Resilience Program (MYRP) top up funding under its Humanitarian Preparedness and Response Program, Cox`s Bazar in partnership with Plan International Bangladesh (PIB). The duration of the project is 17 Months (to be extended subject to the provision of project extension afterward). The position will be recruited for implementing the project based at the Field Office at Ukhia with substantial field activities at different camps and host communities. The job is contractual for the project period with a three (3) months` probation period.

Job Responsibilities:
∎ The Technical Officer-ECD will be responsible for the implementation of the ECD component targeting children aged 3-5 and parenting education. S/he will ensure the delivery and achievement of programme outputs in particular establishment of Integrated-ECD center/Shishu Bikash Kendra (SBK), support for the identification and mobilization of teachers/facilitators in displaced, support for facilitators training, capacity building of Facilitator, delivery of Integrated ECD(I-ECD) activities for targeted children including psychosocial support and referral, delivery of learning and teaching material. S/he will communicate frequently with Technical Coordinator for technical issues, expenditure, reporting and donor compliance. S/he will also frequently communicate with Technical Specialist-ECD(Plan) for technical issues. S/he will take proactive stance in identifying and mitigating child protection related risk in the implementation of the project interventions and will represent plan at sub district level. S/he will be reportable to Technical Coordinator-ECD & PSCD.
∎ Key Role and Responsibilities:
∎ Assessment:
∎ Support education needs assessment as needed in intervention target areas;
∎ Review, assess and update the education situation in areas affected by emergency (camps sites and host communities). (;
∎ Take proactive stance for identifying and mitigating risk in project implementation.
∎ Support to identify potential and qualified Facilitator for ECD intervention.
∎ Support to design formative assessment tools for and support assessment.
∎ Highlight education related issues requiring an immediate or medium-term response and inform the Technical Coordinator-ECD and Project Coordinator;
∎ Planning and Project Implementation:
∎ Facilitate and support to establish Community Based Learning Facilities(CBLF)/ECD centre for 3-5 years learners in collaboration with Majhi, community and site management.
∎ Facilitate in identifying learners including children with disability following selection criteria.
∎ Prepare monthly activity plan based on DIP/quarterly plan and ensure effective implementation of planned activity in collaboration with community and stakeholder.
∎ Track the progress of Integrated ECD activities and provide regular update to the Technical Coordinator-ECD and Project Coordinator;
∎ Facilitate and ensure distribution of teaching- learning and other require material for I-ECD center and use.
∎ Engage parents/caregiver and community people for quality implementation of I-ECD activities;
∎ Participate in education programme review meeting at sub-district level;
∎ Gather and provide information for progress reports to ensure timely implementation of I-ECD and learning activities;
∎ Ensure early and rigorous implementation of quality and accountability mechanisms.
∎ Capacity Building:
∎ Support to design and facilitate capacity building activities/training for ECD facilitators and volunteers in the areas of ECD;
∎ Support to prepare Training schedule/Manual/Module for conducting quality training and workshop.
∎ Organize and facilitate training, workshop, meeting for Facilitator, volunteers, community people & stakeholders maintaining standards.
∎ Provide on-the-job coaching and mentoring support to the Facilitators, , Host Mentors in technical aspects of the program and cluster coordination; d
∎ Support and capacity building of Facilitator and Mentor for developing and strengthen referral mechanism for integrated ECD.
∎ Take necessary initiatives and ensure support to mobilize and capacity building of Parents Education Support Group/community group for effective implementation of program, build ownership.
∎ Monitoring, Evaluation and Reporting:
∎ Visit project sites and ECD centre on regular basis to supervise and monitor Integrated ECD related activities in the affected communities, taking initiative for further improvement based on findings.
∎ Assist M&E Officer, M&E team of PIB, Technical Specialist-ECD (PIB) in data collection and storage;
∎ Document challenges, best practices and success stories for sharing the learnings;
∎ Assist the Technical Coordinator-ECD, M&E Officer nd Technical Specialist-ECCD in data collection and storage;
∎ Support the monitoring and reporting of major concerns on education and as well as child protection concerns inside and around the learning centres/spaces and
∎ Support reporting and evaluation of -- programmes outputs, outcomes and results achievement
∎ Information and Co-ordination:
∎ Provide regular updates to the Technical Coordinator-ECD on progress, priorities and constraints -verbally and written on an agreed and
∎ Develop and maintain strong coordination with stakeholders, Communities, site management and govt. official ( as required) for effective implementation of ECD at Camp level.
∎ Develop networking and collaboration with service provider of ECD at Camp i.e. Health, nutrition, protection & WASH sector/sub sector / implementing agencies. and establish and strengthen referral mechanism.
∎ Engage and follow up with relevant implementation staff.
∎ Child protection, gender equality and inclusion:
∎ Ensures that FIVDB and Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and FIVDB and Plan International’s Code of Conduct (CoC), PSEA Policy, their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Salary:
∎ Tk. 54500 (Monthly)
∎ 10% of the Basic Salary will be deducted as Staff Security Fund (Payment made after project closing/ Leave from FIVDB) Deduction of Tax at the source Yearly Salary Increment(Up to 5-10% based on Performance Appraisal and budgeted provision of the selected project)
