Additional Requirements:
∎ Minimum of five years’ experience providing technical support and/or leadership for VSLA, SILC or other community-based financial inclusion group - ideally within a USAID-funded project
∎ Proven experience in implementing VSLAs or similar community-based savings and lending models.
∎ Experience in detailed implementation planning (DIP), tracking and reporting program progress
∎ Experience in building capacity of VSLA field agents
∎ Ability to work effectively with diverse communities, local government representatives, and stakeholders
∎ Experience working in Cox’s Bazar and/or Chittagong Hill Tracts (CHT) with similar programs is highly preferred
∎ Strong analytical, strategic, operational, coordination, relationship and communication skills
∎ Skills in programme implementation planning, tracking and reporting
∎ Excellent skills in coordinating, representation, partnership management and staff management
∎ Good report writing, and computer proficiency in MS Office
∎ Passionate about taking on challenges, applying innovative approaches and learning
∎ Highly versatile, ability to work well under pressure and to manage a variety of issues at the same time
∎ Excellent interpersonal and cross-cultural skills.
∎ English and Bangla language skills required
∎ Additional language skills with one or more regionally spoken language - value added

Responsibilities & Context:
∎ Lead VSLA detailed implementation planning and tracking
∎ Coordinate with Result 1 coordinators, upazila and union coordinators to ensure proper and timely delivery of program activities
∎ Organize trainer of trainer (ToT) for field facilitators in UPG guidelines and training manual, along with how to provide necessary technical support and guidance to VSLA members
∎ Establish partnerships with local government (GoB) line departments and other relevant stakeholders to enhance support and resources for VSLA activities
∎ Mentor Field Facilitators on VSLA methodologies, ensuring consistency in savings, lending, and financial education practices across groups
∎ Conduct regular visits to VSLA groups to ensure quality implementation and adherence to established VSLA principles
∎ Develop and execute monthly VSLA work plans by Distict, Upazila and Union, ensuring alignment with the HICRA DIP and program objectives
∎ Support the facilitation of community sensitization sessions to promote the benefits of VSLA participation, highlighting financial empowerment, resilience-building, and self-reliance
∎ Ensure that VSLA activities are inclusive, with special attention to increasing gender, youth, and social inclusion (GYSI)
∎ Collaborate with the Monitoring and Evaluation (M&E) team to develop and implement tools for tracking VSLA progress, identifying bottlenecks, and assessing impacts
∎ Prepare accurate and detailed monthly VSLA reports for submission to the Technical Lead, UPG, capturing progress, challenges, and success stories.
∎ Document and share lessons learned to contribute to continuous improvement and knowledge sharing within the program
∎ Represent the VSLA component at various platforms and events, enhancing the visibility of HICRA’s achievements in financial inclusion and resilience-building
∎ ROLE
∎ The Technical Coordinator for VSLA is responsible for leading the HICRA Village Savings and Loan Association (VSLA) intervention including leading detailed implementation planning, tracking and reporting, along with guiding, training, supporting, and monitoring the staff involved to ensure proper implementation. The role emphasises capacity building and quality assurance for VSLA implementation at the community level, ensuring that the HICRA increases financial inclusion and resilience-building outcomes for all members.
