Job Context:
∎ The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC are preparing to launch an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC will be implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.
∎ Overall purpose of the role: DRC Bangladesh began working in Bangladesh in November 2017, focused on the Rohingya refugee response. The General Protection programme includes case management, protection monitoring, and community-based protection across 12 camps and 4 host community locations. The Senior Protection Officer’s primary function is to ensure quality implementation of protection monitoring activities, in synergy with the overall DRC protection programme in Bangladesh. He/She is responsible to supervise a team of protection monitoring officers and assistants in their daily work. Together with the Protection Team Leader, the selected candidate will also provide technical guidance and training for protection monitoring team.
∎ The SPO-PM is responsible to develop/strengthen relationships with agencies, governance structures, and across DRC’s programme, at the field level, in close collaboration with the Protection Team Leader, protection monitoring team, and other SPOs. The SPO, is responsible for ensuring that the work of the team is compliant with donors and internal DRC reporting and accountability policy and procedures.

∎ Contract Length: 31st December 2019.

Job Responsibilities:
∎ PROJECT DEVELOPMENT, IMPLEMENTATION AND REPORTING
∎ Train and support protection monitoring officers and assistants, and camp-based protection volunteers to identify, analyze, and assess protection concerns;
∎ Support protection monitoring team to collect, analyze and report information on human rights and protection concerns across their areas of responsibility, guided by DRC’s protection monitoring SOPs;
∎ Supervise collection of information through FGDs, KIIs, and household surveys, including cleaning of data and supporting translation, if needed
∎ Provide referrals for services to humanitarian or other actors as per the referral pathway or best practices;
∎ Collaborate with other Senior Protection Officers to share information across general protection programme;
∎ Ensure proper documentation and secure storage of any protection data collected (hard and soft copies);
∎ Work with supervisor to create weekly work-plans and prioritization of tasks, including through weekly protection monitoring meetings;
∎ Ensure targets are met under the approved work plans and all trackers are regularly updated, including responsibility for the work of protection monitoring officers and assistants;
∎ Prepare all necessary financial and logistical documentation for the team’s work, in line with DRC procedures;
∎ Complete weekly reporting on activities, and support drafting of a monthly protection monitoring report;
∎ Foster and maintain excellent working relationships with all stake-holders, and participate in daily coordination with humanitarian and all other local and international actors;
∎ Liaise closely with protection actors in the field and other humanitarian partners to ensure an understanding of the overall issues and effective collaboration amongst partners; an understanding that shall be used to guide weekly work plans;
∎ Work closely with other DRC staff, particularly protection monitoring, CBP, GBV, and CP, to ensure synergy across programmes and to mainstream protection across DRC’s interventions.
∎ COORDINATION AND REPRESENTATION
∎ Coordinate and follow up with Protection service providers in the field;
∎ Coordinate with site management and other service providers to facilitate referrals in accordance with the referral pathway;
∎ Represent DRC in any relevant field based thematic meetings with stakeholders and otherwise as needed;
∎ SUPPORT MANAGEMENT TEAM TO:
∎ Follow up all DRC / DDG Procedures for Security, Finance, Logistics, HR and Administration.
∎ Uphold DRC’s international code of conduct
∎ Any other tasks as may be assigned from time to time.

∎ Experience and technical competencies:
∎ To be successful in this role we expect you to be flexible and proactive in engaging with existing and potential programming in a changing operational context. The selected candidate will be expected to work at least 90% of the time in the field, directly with communities.
∎ Moreover, we also expect the following Qualifications and Experience:
∎ Previous experience working with vulnerable communities or refugees in a similar context;
∎ At least three years of experience in protection or human rights work;
∎ Experience of working with non-governmental organization, UN, or local organization, preferably in a leadership role;
∎ Good communication skills in Chittagonian and Rohingya;
∎ Ability to communicate in verbal and written English, including drafting reports in English;
∎ Willingness and ability to work in field environment, including in all weather conditions;
∎ Good organizational skills and capacity to work independently and as part of a dynamic team;
∎ Good analytical skills
∎ Computer skills (Microsoft Outlook, Excel, Word, Kobo)
∎ Languages: (indicate fluency level)
