∎ Summary:
∎ The purpose of BMEL is to ensure that development programs funded by USAID/Bangladesh achieve their intended results through strong performance management of services in an efficient and cost-effective manner, with a focus on monitoring technical services, evaluation of technical services, and learning and adaptive management services.
∎ ME&A is recruiting a Teacher Professional Development Specialist for a situational analysis on higher secondary education in Bangladesh. The objective of this study is to gather comprehensive data on higher secondary education (grades 11 and 12), and build the knowledge and evidence base to understand how the Higher Secondary Education sub-sector functions, and the problems and challenges it faces.

Job Responsibilities:
∎ Conduct research on teachers' professional development in secondary education in a developing or resource constrained country context;
∎ Gather and review relevant documents from USAID and secondary sources;
∎ Contribute to the in-brief with the USAID's Program Office and the relevant Technical Office;
∎ Contribute to developing, writing, compiling, testing and/or revising the study Work Plan, and Data Analysis Plan and data collection/information gathering tools;
∎ Travel to 2 divisions of Bangladesh outside of Dhaka for approximately 13 days;
∎ Conduct key informant interviews (KIIs) in 3 divisions of Bangladesh including Dhaka and two other divisions;
∎ Ensure that detailed notes on every data collection activity are prepared in MS Word within 72 hours of completing data collection;
∎ Ensure that the Findings, Conclusions and Recommendations Matrix is updated after each set of notes are completed;
∎ Analyze, synthesize and critically examine research data and findings to answer the research questions;
∎ Contribute to the preparation of findings, conclusions and recommendations for presentation in the out-brief PPT and draft analysis report including preparation of the annexes so that they are presented in a professional way for a wide range of stakeholders.
∎ Contribute to assigned sections of the Draft and Final Analysis Reports, including the annexes;
∎ Ensure that assigned sections of the report(s):
∎ Are coherent and well-written;
∎ Follow the outline approved by USAID in the Tasking Request/SOW;
∎ Answer every study/research question and sub-question fully and thoroughly;
∎ Provide data-derived support for each finding so they are not based on subjective judgment;
∎ Include data and facts collected from USAID, secondary sources, KIIs, school-based assessment and avoid general statements;
∎ Link conclusions directly to findings; and,
∎ Link recommendations directly to conclusions.

Additional Requirements:
∎ Must have sound knowledge of issues related to teacher's professional development in secondary education in a developing or resource constrained country context and demonstrated experience of analyzing, synthesizing and critically examining research data and findings and presenting them in a professional way for a wide range of stakeholders
∎ At least 7-10 years working experience in teacher education
∎ In-depth knowledge and understanding of teacher professional development
∎ Excellent English writing skills including visual representation
∎ Proven ability to work in a collaborative and team environment
∎ Experience in working with diverse stakeholder groups
