Additional Requirements:
∎ Minimum 3 years of experience in public health programs, with a focus on NCD surveillance, patient monitoring, or primary healthcare strengthening.
∎ Experience working with government health systems, NGOs, or international development organizations.
∎ Strong knowledge of hypertension, diabetes management, and digital health interventions.
∎ Knowledge of Bangladesh’s health policies and NCD prevention strategies.
∎ Proficiency in data management tools and surveillance systems (e.g., DHIS2, SPICE App, Excel, or statistical software).
∎ Excellent analytical, communication, and problem-solving skills.
∎ Ability to coordinate with diverse stakeholders and work in a multi-sectoral environment.
∎ Familiarity with digital health platforms and their application in NCD management.
∎ Experience in training and mentoring healthcare providers.
∎ Strong background in program evaluation and data-driven decision-making.

Responsibilities & Context:
∎ Strengthen NCD surveillance systems at the district and upazila levels, ensuring timely and accurate reporting of hypertension and diabetes cases. Support integration of digital health tools (SPICE App) to enhance real-time patient data collection and monitoring.
∎ Conduct epidemiological assessments to identify NCD trends, high-risk populations, and service coverage gaps. Ensure quality assurance of collected data, working with field teams and healthcare providers to improve reporting accuracy.
∎ Oversee the implementation of patient-centered monitoring frameworks to track treatment adherence and clinical outcomes. Strengthen referral and follow-up mechanisms to improve long-term disease management and reduce complications.
∎ Support community health workers (CHWs) and facility staff in implementing the protocols for NCDC management model.
∎ Train and mentor district and upazila health officials, healthcare providers, and CHWs on NCD surveillance, case management, and data utilization. Develop and implement standard operating procedures (SOPs) for hypertension and diabetes screening, diagnosis, and follow-up care.
∎ Conduct on-the-job training and workshops to improve the capacity of frontline health workers in data-driven decision-making.
∎ Work closely with the Government of Bangladesh (DGHS, NCDC, DGFP) and other partners to strengthen the integration of NCD services into primary healthcare.
∎ Participate in district and upazila health coordination meetings, providing technical guidance on NCD surveillance and control strategies. Engage with digital health partners to enhance interoperability and efficiency of electronic patient records.
∎ Ensure that NCD management aligns with national protocols. Conduct periodic data reviews and audits to assess program impact and identify areas for improvement.
∎ Support the development of policy recommendations and advocacy efforts to enhance NCD service delivery at scale.SAFEGUARDING RESPONSIBILITIES:
∎ Ensure the safety of Programme Participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
∎ The BRAC Health Programme collaborates with digital tools and point-of-care diagnostics to enhance healthcare outcomes for Non-Communicable Diseases (NCDs) within Bangladesh’s existing healthcare system. This program, based on the WHO-PEN model, is a partnership between BRAC, Medtronic LABS, and the Welcome to Ministry of Health and Family Welfare (MoH&FW) - offering NCD interventions through primary healthcare in resource-limited areas. Existing community networks of BRAC are engaged in activities such as awareness campaigns, digitalized screenings, referrals, and follow-ups. Medtronic LABS provides the digital solution for comprehensive NCD care between the community and facilities, while the government manages treatment and accountability.
