Job Context:
∎ The Danish Refugee Council (DRC), one of the world`s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox`s Bazar, and a support/liaison office in Dhaka.
∎ POSITION PROFILE:
∎ The Supply Chain Team Leader (procurement) is responsible for procurement of programme goods, services and works and supporting improvements in procurement functions. This includes assistance in providing technical support and planning support to future initiatives to increase the in-country procurement capacity. The position manages the procurement team to effectively meet targets and reports on procurement information to the Supply Chain Manager regularly.

Job Responsibilities:
∎ Item Master Data - Ensure all items under Purchase Agreement (PA) are shared for approval and release
∎ Vendor Prospects - Ensure all vendors are created in DRC Dynamics • Procurement to pay (P2P) in Dynamics
∎ Procure all materials and equipment ordered by the projects in a cost-effective and transparent manner in line with DRC and donor specific policies, in collaboration with the SCM;
∎ Liaise with suppliers to create realistic delivery schedules and compare actual deliveries in order to evaluate supplier performance and responsiveness.
∎ Ensure that all Purchase Requests, Purchase Orders, RFQ and ITBs are tracked from point of planning and request through to final receipt.
∎ Regularly review, update and share the information management databases and trackers to the SCM
∎ Prepare the RFQ and ITB relevant documents, as well as TOC (tender) reports for procurement & tender committee review.
∎ Participate in evaluation of bids and proposals and make sure the bids evaluation report, technical evaluation, minutes of negotiations and negotiated contract in selection of consultants contain all the facts and information required to justify the recommendations made in the report.
∎ Assist with the preparation of contracts and amendments of contracts when needed.
∎ Participate in the joint verification of procured goods, services and works and to ascertain the items conformity to Technical Specifications and Quantities.
∎ Provide procurement planning support to the programme staff as required.
∎ Provide data to monitor and evaluate the overall procurement performance in support of the programs.
∎ Constantly search the market for new suppliers that may provide better service or value for money for DRC.
∎ Maintain and update suppliers list using the Supplier Profile and Registration Form.
∎ Participate and facilitate the supplier pre-qualification process.
∎ Initiate strategic sourcing for frequently purchased items to ensure framework agreements with the suppliers and service providers are in place.
∎ Ensure procurement files are accurate and records are in compliance to DRC and donor procurement policies, filing system is properly established, all soft copies and hard copies of procurement files are accessible and manageable by auditors
∎ Supervise procurement team, provide support and training, promote friendly and professional working environment, ensure staff development and learning environment; ensure staff performance appraisals are reviewed regularly and conducted as per DRC HR policies and procedures
∎ Ensure purchased assets are registered in the inventory database and liaise with the IT and Assets Officer
∎ Prepare and submit payments of suppliers to finance on a timely manner.
∎ Screen the suppliers in anti-terrorism databases.
∎ Ensure the non-winning suppliers receive notification from DRC about the status of their bids.
∎ Provide logistics and procurement support to sub- offices, as well as to other DRC offices in Iraq if necessary.
∎ Conduct duties in accordance with DRC Iraq programme Standard Operating Procedures (SOPs).
∎ Conduct duties in accordance with DRC Code of Conduct.
∎ Key performance Indicators:
∎ % PRs processed on time (as peer standard processing times issued by CO)
∎ All consumables have a FWA in place (list of mandatory FWA to be shared by CO).
∎ Results Contract measured quarterly and shared with CO.
∎ Contract closure checklist is used to close all procurement files.
∎ For each procurement conducted, supplier database and forms and updated and filed.
∎ All approvals on SC documents are as per IDRA.
∎ Participation in monthly Lessons Learnt Exercise.
∎ All procurement trackers for procurement are updated.
∎ All Minimum Operating Procedures from Supply Chain Operation handbooks are adhered to.
Additional Requirements:
∎ Experience of working with UN or Non-Governmental Organisations.
∎ Minimum 3 years of experience in logistics, procurement, transport and distribution, warehouse and stock management.
∎ Understanding of the local market, local legislation related to contracts, suppliers, contractors and customs clearance, business registration requirements and tax regulations, legal aspects of contracting and contract management;
∎ Understanding of the procurement rules and regulations of major international donors;
∎ Excellent skills MS Word, Excel, Outlook, Power point.
∎ Excellent interpersonal and team skills;
∎ Effective procurement and contract management skills;
∎ Experience in supervising staff;
∎ Experience in training and capacity-building of staff.
