Job Context:
∎ The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.
∎ POSITION PROFILE: The Supply Chain Officer (Procurement) is responsible for delivering timely and effective procurement of supplies, services and equipment for the implementation of DRC programmes in the area of Cox’s Bazar, Bangladesh, whilst ensuring value for money, best practices and maintaining audit-compliant records.

Job Responsibilities:
∎ Implement and maintain a local procurement system in line with DRC Operations Handbook.
∎ Ensure that all procurement is conducted in a fair and transparent manner, is fully documented and is in compliance with DRC policies and any relevant donor policies.
∎ Manage Single Quote, Request for Quotations and Tenders in line with the procurement thresholds and ensure procurements are authorized in line with the IDRA.
∎ Liaise with programme departments and requesting staff, ensuring specifications are clear and they have full information regarding the progress of procurements, and that lead times meet their needs.
∎ Manage market review, appropriate advertising, competitive evaluation and transparent selection to provide value for money for programs. Ensure appropriate goods receipt/service completion and supplier monitoring and management.
∎ Coordinate with Finance, Admin and programme departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
∎ Ensure Procurement Tracker is up to date with progress of procurements at all times.
∎ Manage supplier registration and due diligence processes and keep up to date a DRC Approved Suppliers List.
∎ Maintain supplier information for regularly purchased items and be informed of current local market conditions.
∎ Establish and maintain ethical and professional working relationships with suppliers.
∎ Observe the DRC Code of Conduct and DRC’s Anti-Corruption Policy and ensure any potential conflicts of interest are raised.
∎ Promptly inform the Procurement Team Leader of any areas of concern of potential or suspected violations of policies and procedures.
∎ Provide recommendations to the Procurement Team Leader for procedural or policy changes to enhance procurement effectiveness, internal controls or cost efficiencies.
∎ The responsibilities listed in this Job Description are not exhaustive and may be adjusted according to operational needs but will remain in line with the overall purpose of the role.

Additional Requirements:
∎ 2-4 years’ experience in Supply Chain, in particular procurement.
∎ Good knowledge of generic procurement procedures and practices.
∎ Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and coordinate multiple tasks maintaining attention to detail.
∎ Strong communication skills to deal with internal and external stakeholders.
∎ Team spirit and problem-solving abilities.
∎ Computer skills in MS Word & Excel.
∎ Strong sense of personal integrity.
∎ LANGUAGES :
∎ Fluent in written and spoken English.
∎ Fluent in Bengali.
