Responsibilities & Context:
∎ Support Project Director of Project Implementation Unit (PIU) at Directorate of Primary Education (DPE) in preparing the food procurement plan and operational activities for central and local level procurement, (e.g. issue tenders, evaluate offers and negotiate/award contracts), following government procedures and contributing to successful procurement of food commodities.
∎ Support PIU in developing a standard operating procedures for local level food procurement and ensuring of food safety quality.
∎ Conduct periodic joint visit to programme locations to ensure that the supply chain actions (procurement, FSQ, food deliveries) are being done as per procedures and provide necessary guidance/ on the job capacity strengthening.
∎ Contribute to analysis of data to provide recommendations for process improvement.
∎ Collate data and contribute to preparation of accurate and timely reports of procurement activities, to contribute PIU a wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
∎ Work in close collaboration with Procurement division of DPE to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
∎ Support training to key officials at national and sub-national level to take a strategic and proactive approach to the procurement of the selected food commodities and services, for example designing and reviewing training materials.
∎ Guide PIU officials, acting as a point of referral and supporting them with simple analysis and queries.
∎ Other as required.
