Educational Requirements:
∎ Bachelor's degree in Agricultural Science or Development or related field with minimum 5 years work experience in database management, monitoring and evaluation
∎ Master's degree in Agricultural Science or Development related field with minimum 3 years work experience in database management, monitoring and evaluation
Job Context:
∎ This position will monitor and evaluate the progress of the IRRI-PPP project, maintain and update monitoring and evaluation and Communication systems and tools for project progress. Ensure the timely dissemination of information generated from project monitoring to relevant rice breeding scientists, providing information relevant to key management decisions, project implementation strategies and progress reports
∎ This position will be based at our country office in Dhaka, Bangladesh and is open to Bangladeshi nationalities only.
Job Responsibilities:
∎ Purpose:
∎ Implement of M&E and communication systems and ensure their timeliness, accuracy, and compliance with USAID requirements;
∎ Play a key role in the development of M&E tools updating program indicators, and maintenance of the project's M&E database;
∎ Ensure data quality and develop capacity of the project staff in handling the rice breeding database;
∎ Coordinate all monitoring, evaluation and communication activities in the project, including visits by external monitoring and evaluation consultants, independent evaluations and outside researchers and all communication activities
∎ Engagement:
∎ Participate in seminars, conferences and coordination meetings to provide information on project updates and activities;
∎ Provide training to relevant staff of Partners on the monitoring, evaluation and communication of project activities to capture the USAID information requirements;
∎ Coordinate with project partner staff in collecting and storing project training and field test data, including genetic information on database;
∎ Work in close consultation with the M&E and communication unit at IRRI HQ and the Project Manager (IRRI, BD) and conduct quarterly and annual meetings to monitor progress
∎ Delivery:
∎ Prepare and update M&E and communication plan on regular basis;
∎ Facilitate mid-term and end of term project review, and the annual Feed the Future Monitoring System Performance Plan Report (FtFMS PPR) to ensure that M&E data collected is accurately reflected in reporting;
∎ Facilitate the planning and preparation of annual work plan (AWP) with a focus on targets and the submission of updated annual and quarterly targets of the project;
∎ Monitor project progress against the identified indicators and prepare and submit quarterly and annual FtF indicator reports to USAID and review proposed indicators and make recommendation to further strengthen relevance, accuracy and sustainability;
∎ Update project result framework and log frame in consultation with Project Manager;
∎ Identify successes and constraints of implementation and prepare progress reports;
∎ Conduct midterm and final review assessments of partner organization's breeding capacity time series using the assessment tools;
∎ Prepare monthly and quarterly M&E reports and annual progress reports;
∎ Enter all training activities into the USAID system and maintain the M & E database.
∎ Perform any other duties as assigned by supervisor from time to time
Additional Requirements:
∎ Preference is given to those who have experience working in the field of agricultural research and/or in international organizations
∎ Has experience in monitoring and evaluation of projects or programs of USAID funded projects
∎ Has experience working with logical framework design, performance indicator selection and results based planning approaches
∎ Has experience with quantitative analytical techniques
∎ Strong in essential computer software for database management and analysis (MS Excel, MS Access and SPSS etc.)
∎ Has strong oral and written communication and interpersonal skills
∎ Has strong coordination and organizational skills
∎ Has experience in writing reports
Salary:
∎ Basic (54,883 - 101,167) BDT per Month
Compensation & Other Benefits:
∎ Housing Allowance: 30% of base pay per month, Transport Allowance: 12,000 BDT, Festival Bonus: 2 times each year, Contributory Provident Fund (CPF), Returning Mother Allowance: BDT-1,000 per month for 9 months to female employees post-delivery of a baby to support return to the workplace, Medical insurance coverage: maximum US$16,000/year and other admissible benefits.
