ABOUT IPAS: Ipas is a nonprofit organization working with partners worldwide to advance reproductive health and justice by expanding access to sexual and reproductive health and rights (SRHR) services. Since 2011, Ipas has been working in Bangladesh in collaboration with the Ministry of Health and Family Welfare (MOHFW), its directorates, and other relevant ministries to improve the availability, accessibility, affordability, and quality of SRHR services, with a focus on Family Planning (FP), Menstrual Regulation (MR), and Post-Abortion Care (PAC). Ipas works across rural, urban, and humanitarian settings to ensure women and girls have access to affordable, safe, respectful, and comprehensive SRHR care. The organization also strengthens women’s agencies, promotes positive social norms on SRHR, supports evidence generation through research, and advocates for evidence-based policies and their implementation at scale. Its holistic approach to strengthening resilient SRHR ecosystems includes capacity building of the health workforce, health systems strengthening, improved Health Management Information Systems (HMIS) and logistics systems, supportive policy advocacy, and community engagement.

Project Brief: Ipas has been working successfully in Bangladesh to improve and expand women’s and girls’ access to safe, high-quality reproductive health services. However, the need for sexual and reproductive services, particularly safe Menstrual Regulation (MR), Post Abortion Care (PAC), is still tremendous. Ipas Bangladesh has been working with UNFPA since October 2017 in Cox’s Bazar to support the health of forcedly displaced Myanmar nationals. Since then, UNFPA developed implementing partnership with Ipas to establish the MR, PAC and FP services for the most affected refugee camp areas of Teknaf and Ukhiya Upazilas of Cox’s Bazar District. The overall goal of the project is to improve the availability and accessibility of quality FP, MR and PAC services at service delivery points for women and girls of Rohingya refugees and host community in Bangladesh and increase the awareness for the Rohingya community.

The specific objectives of the project are as follows:

• To translate the “Family Planning Strategy for the Rohingya Refugee Crisis 2026–2030” into action through a collaborative process. This includes developing an action plan, strengthening coordination mechanisms, and supporting effective implementation.

• To build and strengthen the capacity of clinical service providers working in humanitarian settings through training, onsite support, and clinical mentoring focused on contraceptive and MR/PAC services.

• To ensure that project-supported facilities have well-trained, dedicated providers who are equipped with essential resources and able to deliver quality SRHR services, with a focus on FP, MR, and PAC.

• To improve awareness among the Rohingya community by engaging Community Health Workers, religious leaders, and local influencers by strengthening their capacity on SRH services to help promote positive health-seeking behavior among this displaced population.

• To strengthen coordination and collaboration among DGFP, DGHS, DGIF, UN agencies, RRRC, and CICs to support effective project implementation.

Key Responsibilities

• Each Camp SBCC Officer will be responsible for overseeing all community awareness initiatives within at least one UNFPA-supported camp. This includes coordinating with key stakeholders, particularly Camp-in-Charge (CiC) representatives and other relevant actors, to ensure effective implementation of program activities.

• Support the SBCC Coordinator in maintaining communication and collaboration with relevant working groups, including the Community Health Worker Working Group (CHW-WG) and the Sexual and Reproductive Health Working Group (SRH-WG), as required.

• Organize, coordinate, and facilitate community awareness events at the camp level in accordance with the approved project work plan and under the guidance of the SBCC Coordinator.

• Assist in the development, adaptation, and distribution of SBCC materials based on project needs and program priorities.

• Provide technical support to the community workforce of partner NGOs, religious leaders, and community leaders in conducting community-level awareness activities on Sexual and Reproductive Health and Rights (SRHR).

• Support Community Health Workers (CHWs) in the distribution of community-based commodities by ensuring quality standards through orientation, capacity building, regular mentoring, and accompanied field visits.

• Support project-affiliated service providers within assigned camps by ensuring regular coordination and facilitating the organization and implementation of morning briefing sessions for Community Health Workers (CHWs) of partner NGOs within health facility premises.

• Assist the clinical team in planning and organizing Family Planning (FP) camps by maintaining effective liaison with partner NGOs, service providers, and CHWs to ensure smooth implementation.

• Support the supervisor in preparing donor reports, progress updates, success stories, case studies, and documentation of best practices.

• Assist the project team in monitoring field-level activities and ensuring quality implementation of program interventions.

• Camp SBCC Officers will report directly to the SBCC Coordinator and maintain regular communication regarding program progress and challenges.

• Perform any other duties and responsibilities assigned by the supervisor in support of project objectives.
