Job Context:
∎ Type of Contract: Contract duration up to 30 September 2021
∎ Job Purpose: The Site and Works Engineer will be responsible for organising and supervising the works in relation to design, construction of new structures and reinforcing the current structures in the Nutrition Programme (OTP, BSFP/TSFP and MBA) as well as making the site safer by carrying out risk mitigation works. He/she will ensure that the quality of the structure and work are maintained at all times.
∎ The Site and Works Engineer will work closely with the Programme Manager, Nutrition Advisor, Logistics Officer (Procurement), Emergency Director and broader nutrition team. When requested, s/he will also liaise with external partners, including camp coordination bodies and NGOs, in relation to Nutrition programming.
Job Responsibilities:
∎ Create a standard OTP, BSFP/TSFP and MBA Design plans and Bill of Quantities (BOQ's) incorporating the Shelter & Site Management standards as per the Guides on Risk Mitigation Works, Community Structures Design & Strengthening Guide, Decommissioning Guide and any other guides, which are updated or introduced during your employment
∎ Create drawings and BOQ's for small works on risk mitigation that you evaluate on each of the sites
∎ Create reference budgets for the OTP, BSFP/TSFP and MBA design and the small works on risk mitigation so as to ensure the Concern is getting best value for money
∎ Assist the Logistics Team to identify suitable construction contractors who are suitably qualified to carry out the works required
∎ Supervise, oversee and direct construction projects from conception to completion
∎ Supervise all onsite constructions with each construction site being visited at least 2 times per week when there are 4 construction sites in progress and ensure that the contractors are adhering to pour building designs and specifications as designed by you.
∎ Report on the weekly progress and submit a written report to the Programme Manager and the Emergency Director each Thursday
∎ Control the daily casual labourers (porters/unskilled/skilled) that are on each site. Verify that the Presence Register is updated daily and control the payment sheets used by the contractor to ensure that the labourers are being paid what they are owed in a timely fashion. Please ensure that the amount paid is as per the agreed rate standard laid out by the ISCG.
∎ Prepare Certificate of Completion for each phase completed and prepare the payments for those completed works phases
∎ Ensure that the projects will be completed as agreed by both parties. Any project running behind schedule must be reported immediately to the Programme Manager with recommendations to ensure it is completed on time.
∎ Accountability:
∎ In line with Concern's commitments under the Core Humanitarian Standard (CHS):
∎ Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
∎ Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
∎ Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among programme participants and communities.
Additional Requirements:
∎ Experience in site improvement field in refugee camps
∎ Experience of working in AutoCAD.
∎ Have good knowledge on Ruhina refugee programmes
Salary: Tk. 66917 (Monthly)
