Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors in order to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic
∎ Number of staff: Around 283 National staff and 10 international staff
∎ HI is currently looking for a Senior Technical Officer - Inclusive Humanitarian Action (IHA) who will report to the Technical Unit Manager. Under the responsibility of the Technical Specialist- Inclusive Humanitarian Action, the Senior Technical Officer - Inclusive Humanitarian Action (IHA) contributes within the country to the implementation of the project mandate and the strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the Rohingya response, through a delegation system with appropriate control mechanisms. HI has a Technical unit (TU) that provides technical guidance and support to humanitarian actors with the aim of enhancing the inclusiveness of their activities. The Senior Technical Officer - Inclusive Humanitarian Action (IHA) will be an integral part of the HI’s TU and is responsible for implementing inclusion mainstreaming activities.

Job Responsibilities:
∎ 1. Technical support
∎ Supervise and support the assessment and data collection about inclusion needs in health, livelihood, protection, and educational programmes: support the organization for assessment and data collection process including development of methods and tools and conduction of individual interview, focus group discussion, key informant interview, survey, etc.
∎ Supervise and support data management and analysis with the guidance of Technical Advisor- Inclusion.
∎ Organize and conduct training and awareness-raising sessions regarding disability and inclusion including the physical, attitudinal, communication, and institutional barriers preventing men, women, boys, and girls with disabilities and other at-risk groups from participating meaningfully in health, livelihood, protection, and educational activities.
∎ Identify training needs, plan and conduct training to enhance the capacity of the HI team, partners, external stakeholders, working groups, etc.
∎ Develop modules, training materials and archive them as standard materials to be used for any other relevant training (knowledge management).
∎ Review project documents, guidelines, tools, IEC materials, etc. with a view of accessible communication and inclusion
∎ 2. Coordination, representation, and reporting
∎ Field visits include the drafting of field reports to provide support to the HI team and partners to implement inclusive activities.
∎ Participate in various meetings with HI team, partners, external stakeholders, working groups etc.
∎ Establish a close collaboration with the other STOs as needed as well as with the team leaders to ensure effective communication and coordination of transversal activities.
∎ Ensure functional engagement and coordination with rehabilitation, MHPSS, protection and accessibility officers, and advisors
∎ Maintain close collaboration with other inclusion actors and ensure HI’s presence in all key relevant coordination platforms at different levels (as assigned).
∎ Ensure effective communication and coordination with relevant partners, external stakeholders, working groups, etc.
∎ Take part, upon request, in Technical Unit Coordination meetings and workshops.
∎ Support the teams to produce regular reports on HI activities (newsletters, case studies, weekly and activity reports, etc.).
∎ Prepare monthly action plans, monthly work reports, training reports, awareness session reports, meeting minutes, etc.
∎ Prepare case studies, training impact studies, lessons learned, evaluation reports, etc.
∎ 3. HR management & coordination
∎ Organize regular team meetings with the inclusion officers.
∎ Participate, upon request, in the recruitment of inclusion officers, providing support on technical aspects.
∎ Ensure the daily support and monitoring of the Inclusion Officer's activities (working plan, meetings, reporting, etc.).
∎ Ensure the conflict resolution between staff and in case of external communication
∎ Adherence to HI Code of Conduct, PSEA, and Child Safeguarding policies.

Additional Requirements:
∎ Age at least 25 years

∎ 05 years of experience after bachelor study preferably in NGOs
∎ At least 02 years (s) working experience in the humanitarian context
∎ Experience in implementing health, livelihood, protection, education programs
∎ Experience in team management, functional management, etc
∎ Working &/or living experience working with persons with disabilities and strong knowledge of disability, inclusion, and development issues in Bangladesh
∎ Demonstrable experience conducting assessments and undertaking data collection
∎ Significant experience in facilitating awareness raising, advocacy
∎ Strong experience in training and facilitation
∎ Computer knowledge (MS office package- both in English and Bangla)
∎ Excellent communication skills in both verbal and written Bangla and English
∎ Have the capacity to maintain close and professional working relationships with beneficiaries, partners, and other stakeholders.
∎ Proven analytical and planning skills
∎ Ability to work under pressure and in a multicultural team environment
∎ Availability to travel to remote areas and spend time at the field level
∎ Ability to work both independently and within a team
