Job Responsibilities:
∎ Under the overall supervision of the Program Manager and direct supervision of the Partnership Officer (WASH) the successful candidate will be responsible for information collection and reporting of all aspects of Water, Sanitation and Hygiene (WASH) programme, implemented by IOM and Implementing NGO partners in Cox's Bazar district.
∎ The incumbent will be responsible to support the following activities:
∎ 1. Gather information for daily and bi-weekly situation reports based on updated achievement/progress of WASH intervention by both IOM and IP within the targeted locations and submit daily/monthly reports including 4w matrix for internal and external circulation.
∎ 2. Support IOM WASH unit with preparation and organizing assessment, monitoring, evaluation, data management including geo-database preparation and maintenance data analysis and preparation of reports including recommendations, and maps.
∎ 3. Prepare data collection questionnaires against the agreed indicators to measure qualitative and quantitative achievement for periodic review and donor reporting.
∎ 4. Support in developing infrastructure construction and IP progress monitoring tools and use Kobo platform to maintain digitally data gathering and analysis.
∎ 5. In coordination with Partnership Officer and relevant WASH unit staffs, use data to compile quick results reporting on program status and impact, including success stories for internal and external periodic circulation.
∎ 6. Assist in development of project monitoring framework and guideline of project/program activities under IOM direct implementation as well implemented through partnership and update on periodic basis.
∎ 7. Provide periodic status update and recommendation to Partnership Officer and National WASH Officers.
∎ 8. Draft the donor report at interim and final stage and share with Partnership Officer, National Officers and Programme Manager for review and finalize.
∎ 9. Provide technical support to Partnership Officer in reviewing WASH Implementing Partner Reports and to improve partner's report writing skills.
∎ 10. Assist in conducting need assessment and developing new project proposals to submit to various donors.
∎ 11. Research, draft and present any other documents necessary for project development, reporting and donor liaison purposes.
∎ 12. Keep accurate and pertinent records of all correspondence, project development and reporting files and administrative information for future auditing.
∎ 13. Represent IOM WASH unit in different forums such as WASH sector, Information Management Technical Working Group and other relevant coordination forums regarding information management, monitoring and evaluation.
∎ 14. Perform such other duties that may be assigned by the Supervisor or Programme Manager.
Additional Requirements:
∎ Experience in collection, consolidation, storage and analysis of quantitative and qualitative data from multiple sources
∎ Experience in succinct information analysis and report writing;
∎ Good understanding of design and development of Monitoring, Evaluation, Learning and Accountability methodologies and tools;
∎ Previous experience in establishing and managing complaint-response mechanisms;
∎ Knowledge of digital data collection platforms and methodologies including Kobo platform and GIS is mandatory;
∎ Excellent computer skills: excellent knowledge of MS Word, Excel, PowerPoint and email/internet software, statistical analysis packages;
∎ Good skills in training and capacity building in M&E;
∎ Knowledge of SPSS and Access database is an advantage;
∎ Previous experience monitoring WASH activities and/or GBV activities is an advantage.
