Purose:

The position will provide overall coordination and operational support for finance and accounts, programme administration, procurement, logistics and resource management of the assigned WASH project, ensuring timely, efficient and compliant delivery of project activities within the approved budget and work plan. The role will work closely with the Project Manager, Finance, Procurement, Logistics and other support functions to ensure sound financial management, donor compliance, effective resource utilization and uninterrupted programme implementation.

Key Responsibilities:

  • Provide overall coordination and oversight of finance, accounts, programme support, procurement and logistics functions of the assigned WASH project in close coordination with the Project Manager and relevant BRAC support units.

  • Support the Project Manager in the planning, implementation and monitoring of project activities, ensuring availability of required financial, human, material and logistical resources in line with the approved work plan.

  • Prepare and regularly update project financial and operational plans, including budget forecasts, expenditure plans, procurement requirements, logistics plans and resource requirements.

  • Maintain budget and PR tracking in line with approved project budget.

  • Monitor project expenditure against the approved budget, work plan and implementation progress, and provide regular updates on budget utilisation, burn rate, variances and financial commitments.

  • Coordinate with Finance and Accounts to ensure timely processing of payments, advances, settlements, journal entries, budget transfers, financial adjustments and other project-related financial transactions in accordance with BRAC policies and donor requirements.

  • Review financial documents, bills, vouchers, supporting documents, advances and expenditure claims for accuracy, completeness, eligibility and compliance before submission to the appropriate authority.

  • Ensure timely liquidation and settlement of staff and project advances and follow up on outstanding advances to minimise financial risks and delays.

  • Support preparation of monthly expenditure forecasts and financial projections based on implementation progress and anticipated project requirements.

  • Analyse budget versus actual expenditure and identify significant variances, under-utilisation, over-expenditure or emerging financial risks; communicate these to the Project Manager and relevant Finance personnel for timely action.

  • Ensure that all project expenditure is incurred in accordance with the approved budget, donor agreement, project proposal, organisational policies and delegated financial authority.

  • Coordinate with Procurement and Logistics teams to ensure timely procurement and delivery of goods, services, equipment and materials required for WASH project implementation.

  • Develop and monitor project procurement plans, ensuring procurement activities are aligned with the implementation schedule and approved budget.

  • Support the procurement process by preparing requisitions, reviewing procurement requirements, following up on purchase orders and ensuring timely delivery of goods and services.

  • Ensure proper documentation and filing of procurement, financial, logistical and administrative records in accordance with BRAC and donor requirements.

  • Coordinate the receipt, storage, issuance and tracking of project materials, equipment and assets, ensuring proper inventory management and accountability.

  • Maintain and regularly update project asset, inventory, stock and equipment records and ensure compliance with BRAC procedures for asset management.

  • Coordinate with warehouse and logistics teams to ensure appropriate stock levels and timely availability of critical WASH materials, supplies, equipment and consumables.

  • Coordinate with HR and relevant project management staff on staff deployment, attendance, timesheets, contracts, recruitment-related documentation and other administrative requirements, as applicable.

  • Maintain a comprehensive project support tracker covering financial, procurement, logistics, administrative and operational actions and ensure timely follow-up and closure of pending issues.

  • Ensure all finance, procurement, logistics and programme support activities comply with donor rules, BRAC policies, approved project documents, delegated authority and applicable regulatory requirements.

  • Support the Project Manager in preparing donor financial reports, budget updates, expenditure statements, forecasts and other financial information required for donor reporting and project reviews.

  • Provide accurate and timely financial and operational information for project progress reports, management meetings, donor meetings, audits and programme reviews.

  • Coordinate with internal and external auditors and provide required financial, procurement, logistics and administrative documentation during audit, compliance and monitoring processes.

  • Follow up on audit observations, financial irregularities, compliance gaps and management recommendations and ensure corrective actions are implemented within agreed timelines.

  • Maintain the project in an audit-ready condition, ensuring proper filing, documentation, approvals, supporting evidence and traceability of financial and operational transactions.

  • Support identification and mitigation of financial, procurement, logistical and operational risks, including risks related to delayed procurement, underspending, over-expenditure, stock shortages, asset management and compliance.

  • Coordinate with relevant Government authorities, UN agencies, donors, partners, suppliers, service providers and other stakeholders when required for project-related finance, logistics, procurement and administrative matters.

  • Contribute to project planning, proposal development, budget preparation, budget revision and resource mobilisation processes by providing relevant financial and operational inputs.

  • Promote and comply with BRAC Code of Conduct, safeguarding, PSEA, AAP, anti-fraud, anti-corruption and other organisational policies and standards in all financial and operational activities.

  • Support capacity building of project staff on relevant financial procedures, procurement processes, documentation, asset management, compliance and administrative requirements.

Safeguarding Responsibilities:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
