Experience:
Bachelors in Civil Engineering from any UGC approved reputed university or institute
Knowledge of local community social context, behavioural issues, programme monitoring tools, data collection, compilation, sampling and data validation.
Skills in data triangulation, analysis and accurate completion of programme component-based monitoring checklists.
Computer literacy, particularly in MS Word, Excel and PowerPoint, with the ability to prepare and manage monitoring-related data and reports.
Basic communication, presentation, planning and organising skills to support effective monitoring activities.
Confidentiality, local networking and relationship-building skills with community members and relevant stakeholders.

Purpose:
This position will solely be responsible for structural design and developing technical resources for WASH facilities. Emphasis will be given to preparing a detailed implementation plan and guideline, detailed activities and work plan, operational processes, and timely budget expenditures for field-level implementation of the project activities with the project team's association.
Key Responsibilities:
Lead the technical planning, design, implementation and maintenance of WASH infrastructure, including water supply, treatment, sanitation, drainage, wastewater, faecal sludge and solid waste management facilities.
Conduct and supervise technical assessments, site investigations, surveys, hydrogeological studies, feasibility studies, borehole pumping tests and condition assessments to identify appropriate and sustainable engineering solutions.
Prepare, review and validate engineering designs, AutoCAD drawings, technical specifications, BOQs, cost estimates, work schedules, feasibility reports and other technical documents.
Support procurement processes by developing and reviewing technical specifications, BOQs, tender documents, evaluation criteria and technical bids, and provide technical guidance to procurement teams and contractors.
Supervise construction and rehabilitation works, monitor progress against approved work plans and schedules, and ensure compliance with approved designs, specifications, contractual requirements, quality standards, health and safety requirements and agreed milestones.
Establish and implement QA/QC systems, conduct regular site inspections and technical checks, verify quantities, materials, workmanship and completed works, and review measurement sheets, test reports, completion certificates and other technical records.
Monitor and manage contractors, consultants and technical service providers, identify technical risks, delays and resource constraints, and provide timely solutions and technical support to ensure effective project delivery.
Develop and maintain WASH infrastructure standards, SOPs, manuals, monitoring tools and checklists in line with relevant Government, humanitarian, WASH, BRAC and donor requirements and international best practices.
Coordinate with Government authorities, WASH sector partners, UN agencies, NGOs/INGOs, communities and other stakeholders to facilitate approvals, implementation, coordination, handover and smooth delivery of WASH infrastructure interventions.
Manage WASH infrastructure data and reporting, prepare regular work plans and progress reports, and lead capacity building and training for WASH staff, contractors and community WASH focal points on infrastructure monitoring, operation and maintenance.
Safeguarding Responsibilities:
Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
