Educational Requirements:

Job Context:
∎ Assist the MEAL unit in Action Against Hunger (ACF) Bangladesh with data management and reporting for continuous monitoring and evaluation across different sectors: Nutrition and Health, Food Security and Livelihoods, Disaster Risk Reduction (Water, Sanitation, and Hygiene), and Mental Health and Psychosocial Support.
∎ Design and maintain a comprehensive database to effectively manage information related to MEAL activities. Contribute to the development of the MEAL framework and conduct impact assessment studies as required. Provide support and actively contribute to the implementation of assessment, project monitoring, and evaluation activities.
∎ Develop and manage a robust complaints, feedback, and accountability system in line with ACF`s M&E and CFM minimum standards and strategies. Sensitize ACF staff and communities on the complaints mechanism and ensure timely follow-up on all feedback received from targeted communities and ACF personnel.

Job Responsibilities:
∎ OBJECTIVE 1: PLANNING AND MONITORING TO IMPLEMENT THE ACTIVITIES OF ACF BANGLADESH
∎ Support in developing the detailed implementation plan (DIP) in line with the Project’s Logical framework
∎ Assist the Manager in the implementation of the MEAL plan in line with the strategy.
∎ Undertake field visits to spot-check progress in the implementation of the activities
∎ Tracking the implementation of the DIP and regular feedback to the team to accomplish the activities in time.
∎ Develop the monitoring tools and develop the capacity of the project staff
∎ Support data collection, data entry and analysis as required
∎ Take part in routine/emergency needs assessments/ surveys
∎ Regularly monitor & follow-up visits to program sites/ activities to ensure standard procedures have been followed
∎ Provide facilitation support to external consultants in the field as required
∎ Assist the Manager in project baseline. end line, PDMs. Pre and Post KAP surveys
∎ Develop and manage case studies on different programs for capitalization in collaboration with program team
∎ Develop monitoring tool for data collection
∎ OBJECTIVE 2:ENSURING ACCOUNTABILITY TOWARD BENEFICIARIES
∎ Mainstream accountability mechanism in program activities. and support the effective implementation of feedback and complaints response mechanisms
∎ Ensure participation of project beneficiaries in the monitoring and evaluation activities
∎ Strengthen accountability of affected population In ACF’s project
∎ Support staff to understand accountability practice accountability to affected population
∎ Monitor participating of beneficiaries in project activities and report to relevant staff
∎ Support project team to develop tools to collect information on the participation of beneficiaries
∎ OBJECTIVE 3:STRENGTHENING LEARNING AND KNOWLEDGE SHARING
∎ Report continuously the progress of the activities and assessments to his/her line manager.
∎ Assist Manager-Reporting & Monitoring in compiling reports when necessary
∎ Report on activities related to assessment and data collection
∎ Regular update on findings from field visit debriefing and feedback to the Manager-Reporting & Monitoring
∎ OBJECTIVE 4:EXTERNAL REPRESENTATION AND REPORTING
∎ Support in the development of standardized tools.
∎ Provide additional support to the MEAL Manager/DPM MEAL as requested.
∎ Ensure tracking and meeting deadlines for donor reporting.
∎ Assist to develop the project’s monthly activities, quarterly and annual reports (for internal and external/donor audiences).
∎ Establish networking and linkage with the government and different INGO/Local NGOs
∎ OBJECTIVE 5 :COMPLAIN AND FEEDBACK MECHANISM
∎ Strengthen complaint & feedback mechanism in ACF
∎ As assign, ensure proper and timely reporting of complaints and feedback
∎ Manage programmatic complaint and feedback tracking system, including development/possible improvement of and roll-out tools and platforms.
∎ Organize regular meetings/training/induction for ACF staff members to orient on ACF internal and external complaints and feedback mechanism and policies.
∎ As assign by supervisor, initiate investigations based on the complaints/ feedback from the beneficiaries/ communities.
∎ Frequent visits to communities, complainants, and field offices where complaint boxes are installed.
∎ Support the MEAL Manager if asked collect all the complaints and feedback and regularly update the system/ database.
∎ Prepare reports regularly on complaints and feedback.
∎ OBJECTIVE 6 :PROACTIVELY SUPPORT ACF COMMITMENTS TO GENDER EQUALITY, CHILD PROTECTION AND DISABILITY SENSITIVITY
∎ Respect of the ACF Charter and internal rules and regulations including gender policy, child protection policy.
∎ Sensitized on disability issues and develop tools accessible to people with disabilities
∎ Adhere ACF’s code of conduct in his/her work and ACF’s staff
∎ This job description is not exhaustive and may be changed or amended by the Manager-Reporting & Monitoring depending on the program’s needs.

Additional Requirements:
∎ Age at least 18 years
∎ Minimum 3 years of proven work Experience working in a MEAL department, special preference to work experience in INGO;
∎ Experience in quantitative & qualitative surveys/assessments/ evaluations;
∎ Experience in working on projects funded by major international donors;
∎ Technical background in WASH, nutrition/health and/or FSL is a plus;

Salary: Tk. 75470 (Monthly)
