Responsibilities & Context:
∎ Explore overall socio–economic condition of the beneficiaries
∎ Describe the status of poverty or well-being of the targeted people in the project considering multi-dimensional context
∎ Explore land rights in Shyamnagar and overall rights to public services status in the project area
∎ Asses the degree of awareness on rights-based issues of the beneficiaries and their families and relevant stakeholders
∎ Asses the current situation of social safety net programme in the project area
∎ Assess the contemporary scenario of ownership of property by climate migrants and at-risk communities
∎ Make a snapshot of the accountability, role and sensitiveness of the govt. agencies and other stakeholders
∎ Make a scenario of target beneficiaries in the project area and asses the degree of the risk which they involved
∎ Explore suggestions of influential stakeholders, relevant service providers and government agencies and their perception on this project
∎ Highlight the need of project participants and their expectation from the project
∎ Identify key opportunities, constraints and development initiatives needs for promoting rights of the beneficiaries
∎ Make some recommendations to improve the lives and livelihoods of the beneficiaries.
∎ Consultants have to submit a final version of Baseline Survey report and data set by 15 June 2025. An electronic version/softcopy and 3 hardcopies have to submit in stipulated time.
∎ Any document, information or data entrusted to or produced by the external consultant in connection with this assignment shall be strictly confidential and cannot be used by the external consultant for any other purpose without the written consent of the Uttaran authority. This provision shall remain valid even after the completion of this assignment.
∎ Employment Status: Contractual- Fixed Term Contract for 45 days. (All the procedures of Survey including questionnaire develop, staff orientation, raw data collection, data base format/software develop, computerized data and finalize the survey report must be completed within 45 days.)

∎ Job Context
∎ Uttaran is an NGO working in Bangladesh since 1985 to uphold rights and entitlements and to improve the socio-economic condition of the poor and disadvantaged community people. Uttaran is a people-centered organization using a rights-based approach to alleviate poverty, diversify livelihood opportunities and empower poor communities of Bangladesh.
∎ Climate change poses significant threats to Bangladesh, particularly in the southwest coastal region of the country. This area is highly susceptible to disasters such as cyclone, flooding, salinity intrusion, tidal surge and waterlogging, leading to the displacement of communities and the emergence of urban slums. In response, Uttaran, a grassroots organization established in 1985, has been actively working to uphold the rights of marginalized populations, focusing on land rights and access to resources. Their efforts have led to the successful distribution of khasland (government-owned land) to thousands of landless families, enhancing their resilience to climate-induced displacement. In Satkhira district, 69,971.40 Acre of khasland is available for distribution. According HEIS (2016) 46% people live below the poverty line compared to the national average of 21.8%. Uttaran since 1990s have been organizing landless people in Satkhira, Khulna, Jessore and Bagerhat districts. Uttaran have created a platform of civil society people known as Bhumi (land) Committee and have built a network of civil society, local organizations, landless people and have successfully managed to support the government of Bangladesh in distributing 18411.2 acre of Khasland among 43,327 families. Uttaran learned that distribution of khasland help reduce economic and social disparities, increase the agency of landless farmers and build resilience to climate change. However, as statistics indicate, there are many acres of khasland to be distributed in the project area and landless people who are at risk of displacement, often living on temporary shelters over embankment, needs the support for claiming their rights to land. Land provides them with a gateway to claim their rights over other services. As disasters become more frequent and severe, many residents find themselves unable to sustain their way of life, leading to large-scale displacement and forced migration. These "climate migrants" often move to urban slums or other rural areas in search of better opportunities, facing further marginalization, lack of social protection and inadequate access to essential services. The situation highlights an urgent need for adaptive strategies, sustainable interventions and policy frameworks to address both the root causes and the consequences of climate-induced migration in this vulnerable region.
∎ In January 2025, Uttaran initiated the "Empowering Climate Migrants and At-Risk Communities: Enhancing Access to Public Resources, Services and Policy Influence for Resilience Building" project, funded by the European Union. This initiative aims to uphold the human rights of vulnerable and excluded climate migrants and at-risk populations in Satkhira. A fundamental activity of the project is conducting a situation analysis, which will establish benchmarks for project indicators and values, guiding future monitoring and target setting.
∎ Uttaran invites applications for the consultant for situation analysis on the right to public services in 05 slums of Satkhira municipality and 02 unions under Shyamnagar upazila in Satkhira district under the project titled “Empowering Climate Migrants and At-Risk Communities: Enhancing Access to Public Resources, Services and Policy Influence for Resilience Building", funded by the European Union.

∎ Job Responsibilities
∎ As a consultant, you will play a pivotal role in ensuring the effective implementation of project activities within your designated area. Key responsibilities include:
∎ Uttaran is considering this situation analysis on the right to public services as the benchmark of starting the project that will assist to measure the project output after the end of the project. The situation analysis will be mainly focused to i) collect and analyse pre-intervention data describing situation of goal and objectives of the project ii) snapshot of indicators at a time keeping these broad objectives in mind the following objectives for this analysis are to:

Compensation & Other Benefits:
∎ 450,000/- (Four lac Fifty thousand Taka only) Uttaran will deduct 15% VAT and 10% Tax on total payable amount.
