Educational Requirements:
∎ A Master's degree in Social Science, Social Welfare, Sociology, or Development Studies will be preferable. With minimum 2-3 years (s) of experience in supporting in project management (project developing, implementing and evaluating, etc). Previous experience of working with disability focus organizations is an advantage.
∎ "OR"
∎ Bachelor Degree in Physiotherapy or Occupational Therapy with 4 years' experience in officers position with field and project supervision responsibility.

Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors in order to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection, and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, and primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, and Cox`s Bazar district through 4 project offices (Kurigram, Ukhiya, and Teknaf) and 2 coordination offices (Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education, and Atlas Logistics
∎ Number of staff: Around 270 National staff and 06 international staff
∎ HI is currently looking for Senior Project Officer for its " Provision of integrated comprehensive support to persons with disabilities and other vulnerable people while strengthening the capacities of humanitarian actors through inclusive humanitarian action and coordination". Reporting to the Senior Project Manager, the Senior Project Officer contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where s/he is based. The project supervisor contributes to the implementation of his/her project, ensuring the optimal quality and the impact of the project. S/he works closely with the programme technical team and support services. S/he is the direct manager of a project team.
∎ Job Location: Ukhiya, Cox`s Bazar
∎ Type of Contract: Fixed-term
∎ Duration of the Contract: As early as possible to May 2025.

Job Responsibilities:
∎ Mission 1: Operational implementation
∎ Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks
∎ Contribute to planning and preparing activities, tools and the associated resources, and implement the action plan in conjunction with the field shared and technical services.
∎ Ensure that activities are implemented and that resources are correctly allocated as authorized by the project manager.
∎ Ensure the weekly and monthly work plan of project team is in place and implemented accordingly.
∎ Ensure regular reporting of activities, and contribute to the internal and external reporting as requested by the project manager.
∎ Contribute to the project manager in development of FD7 project proposal including budgeting.
∎ Contribute to identifying areas of the project in which adjustments are required and put forward adaptations to the project manager.
∎ Contribute to the drafting of amendment requests when asked by the project manager.
∎ Contribute to coordination with the local stakeholders and to monitoring the partnership relationship with the project partners.
∎ Ensure that project documents and information are properly archived.
∎ In conjunction with project manager
∎ Responsibility 2: Contribute to project monitoring, evaluation, accountability and learning
∎ Contribute to project monitoring, specifically activity progress indicators and the expected outcomes.
∎ Contribute and take part in monthly and quarterly project review meeting, BFU meeting in conjunction with project manager.
∎ Carry out regular (almost daily) project monitoring and support visit to all project's area (including partner) and ensure that all required supports are provided to the project team on time.
∎ As assigned by project manager - ensure the proper monitoring and programme support to all relevant partners (including project implementing partner).
∎ Contribute to project evaluations at the request of the project manager, and ensure that project evaluation recommendations are followed.
∎ Contribute to the setup and smooth running of accountability mechanisms.
∎ Contribute to project learning.
∎ Responsibility 3: Ensure project data management
∎ Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards in conjunction with MEAL unit and Project Manager
∎ Collect and compile all needed project-related data in the relevant database.
∎ Responsibility 4: Contribute to the coordination of project teams
∎ As authorized by the project manager, facilitate coordination meetings between the project teams and the support services located in the area, as and when necessary.
∎ As authorized by project manager take lead in field level coordination and lesioning with government (CICs, UNO, Camp management etc) and non -government stakeholders at field /project operation area.
∎ As assigned by project manager, take part in field level (project operation area) coordination meeting and provide regular update through report/minutes as required.
∎ Ensure that the project teams and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country.
∎ Responsibility 5: Contribute to external project communication
∎ Contribute to HI's external influence by taking part in networks, when required.
∎ Communicate about the project to partners, authorities and stakeholders when relevant.
∎ Mission 3: Emergency Preparedness and Response
∎ Contribute to the Programme's emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.

Additional Requirements:
∎ Age at least 25 years
∎ Essential
∎ Experience of working in multisector humanitarian project such as Protection and MHPSS.
∎ Experience in Project Cycle Management includes budget.
∎ Experience in Cox's Bazar context and Rohingya camp settings.
∎ Proficient in Emergency Preparedness and Response skills.
∎ Good knowledge and working experience on major risks (safeguarding, fraud & corruption, security, and major financial risks).
∎ Knowledge of the technical issues concerning his/her service sector.
∎ Full knowledge of at least one profession in his/her sector such as disability Inclusion, Protection, MHPSS or Functional Rehabilitation.
∎ Fluent in English and Bangla (reading and writing).
∎ Being capable of helping team members to progress: developing his/her staff 's ability to work autonomously (if applicable).
∎ Knowing how to position oneself so things can move forward.
∎ Knowing how to simplify and prioritize.
∎ Preferable/desirable
∎ Producing institutional communication written in the country's working language.
∎ Rohingya language/Chitagonian - at least speaking.
∎ Producing clear, concise, and responsible communication suited to the interlocutor (adult or child); adapting communication and messages to an intercultural environment.
∎ Using active listening techniques and applying them in the appropriate situations.
∎ Negotiating and managing problems and conflicts.
∎ Establishing clear frameworks, rules, and limits.

∎ Salary will be determined based on experience, qualification and budget availability. Hardship Allowance will be added in addition to working in Cox`s Bazar District.

Presently HI Bangladesh is implementing projects on integrating disability in community-based disaster risk reduction and response; economic empowerment of extremely poor persons with disabilities; mainstreaming disability in livelihood interventions; support to refugees and surrounding communities, capacity building of professional associations; and support to Disabled People`s Organizations; among others.
