Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors in order to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, build capacities of local stakeholders, and reduce the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).

∎ HI is currently looking for a Senior Officer-Regulatory Compliance and Coordination (SRCC) for its Compliance Department. The Senior Officer-Regulatory Compliance and Coordination (SRCC) is responsible to develop a sound professional understanding with government stakeholders about Handicap International`s (humanity & inclusion) global presence as well as activities and strategy in Bangladesh in order to accurately represent the organization in coordination with the GoB approval process for different.

∎ Duration of the Contract: As early as possible to 31 December 2021 with the possibility of extension of the project.

Job Responsibilities:
∎ Overall Objective of the Job:
∎ The Senior Officer-Regulatory Compliance and Coordination (SRCC) serves as direct contact to all relevant government bodies with regards to the legal and regulatory approval process for NGO operations for HI BGD's program operation across Bangladesh. S/he contributes to HI BGD operations by ensuring approval of on-going and new projects from relevant local authorities and support the compliance team for timely submission of requested reports and other documentation. He facilitates exchanges of relevant information between HI compliance teams and external government stakeholders and provides advisory services in regard to project regulation.

∎ Key Objectives:
∎ Objective-1: Government Compliance and Coordination
∎ Develop, maintain, and intensify contacts with relevant government institutions and authorities, representatives of other NGOs, civil society organizations, and resource persons to facilitate access to legal and regulatory information for NGOs;
∎ Contribute to building a knowledge base for legal and regulatory context for NGOs through coordination with government agencies and facilitating exchange with NGOs;
∎ Support the Country Compliance Manager in coordination with the NGO Affairs Bureau (NGOAB) regarding FD7, FD6, Fund clearances, and project-related approval needs
∎ Responsible to obtain or expedite security clearances from SB and NSI against expatriate's work permit and visas based on submitted documents and information from the compliance department as part of the application process.
∎ Attend all meetings organized by the government regarding legal issues, as delegated by the Supervisor.
∎ Objective-2: Reporting and Administration
∎ Maintain a tracker for NGOAB and Other Regulatory Approval requirements and submit the update reports to Country Compliance Manager on monthly basis as well any Adhoc requirement from CD or SMT.
∎ Support/ coordinate with Area/Operation managers on the requirement of approval requirements of local administrations (eg, CLA, NAF, project closing reports, Samapani Protoibedon e.tc.)
∎ Monitor local media's regarding published NGO activities and government strategies and report to line manager on a monthly basis.
∎ Preserve systematic files/ record of each and every regulatory approval obtained for HI
∎ Objective-3: Internal Coordination's
∎ Support the team for the in-country visa, work permit, and related issues through closely working with the NGO Affairs Bureau and government agencies, and immigration department
∎ Support the coordination of internal and external audits for NGO AB projects and partner
∎ In collaboration with Compliance Manager ensure the appropriate and quality response to the queries from NGOAB and other regulatory functions on time). Support the team to handle the issues of foreign visitors in the areas of letter of invitation, submitting a letter to relevant consulate /embassy, approving of Visa on Arrival from the Govt. department, and other relevant tasks.
∎ Committed to strict Adherence towards HI BGD policy and procedures, code of conduct, Fraud Bribery Corruption Policy, and Safeguarding Principal.

Additional Requirements:
∎ Age at least 30 years
∎ At least 05 years experience on job-related issues with the government on behalf of INGOs or any organizations that require handling similar regulatory affairs in a senior position.
∎ Experience of working with government institutions is an asset and government officials with such experience are highly encouraged to apply.
∎ Experience in working and dealing with the NGO Affairs Bureau, NSI, SB, and Immigration department on the NGO approval process.
∎ Good knowledge of Bangladesh Governmental administrative procedure and hierarchy (protocol, etc.)
∎ Good Networking and identity across Bangladesh Governmental as well NGO communities.
