∎ iDE seeks a qualified Senior Officer, Partnerships for the scaling up Sanitation Market Systems in Bangladesh (SanMarkS II) Project. The goal of the project is to increase access to sanitation facilities in Bangladesh using iDE`s systems-based approach to sanitation.
∎ The incumbent of this role is responsible to support the project team to develop a sustainable supply chain for sanitation products and services by engaging directly with private sector actors (PSAs) at local, regional and national level. Improved sanitation products are key in making quality sanitation available to rural households and the resource is expected to identify partnerships at the national level that will be supported by Field teams to help develop and maintain a supply chain of improved sanitation inputs.
∎ His/Her core responsibilities will include managing partnerships with the private sector actors, capacity building, strategy development, technical support to develop a sustainable supply chain, and knowledge management in the respective areas. Stationed at Dhaka, he/she will directly work with the field team to support smooth implementation of PSE related activities.

Job Responsibilities:
∎ The responsibilities of the Senior Officer, Partnerships include but are not limited to the descriptions below.
∎ General Responsibilities:
∎ Under the supervision of the Project Manager, support identifying potential partners and ensuring successful partnership of Private sector firms supply quality WASH products and inputs
∎ Work as the Technical lead for establishing, maintaining and coordinating partnerships implemented within the Project regularly coordinating and supporting field teams on regular basis
∎ Ensure the application of iDE's WASH market system approach and closely work with market actors specific to selected value chains and business groups/actors
∎ Engage directly with partners such as private sector firms in the WASH market to strengthen supply chains and access of products and services among rural stakeholders supported and trained by the Project
∎ Serve as the focal point at the National level for private sector actors
∎ Identify and set-up agreements with relevant PSAs related to input, output and service markets to support the business initiatives of sanitation entrepreneurs
∎ Ensure the successful commercialization of selected WASH technologies in the project by setting up the supply chain and working with the field team to raise awareness among consumers
∎ Setting the tone:
∎ Actively and openly engage with the Project Manager, Private Sector Partners and Technical Specialists to strengthen sector strategy
∎ Proactively engage with project team to resolve challenges
∎ Planning, and Strategy Development:
∎ Assist Project Manager in planning and provide technical guidance for strategy formulation and implementation pertaining to partner management to achieve project results through increasing capacity of staff, PSAs and other stakeholders
∎ Collaboratively plan and implement project activities through the preparation of multiyear and annual work plan in collaboration with the Technical Specialists and Field Team Leaders
∎ Facilitate and frame the strategic direction of the project in collaboration with the Technical Lead
∎ Support Human Centered Design deep dive research as relevant to PSE domain
∎ Reporting and Submissions:
∎ Assist Project Manager to submit timely donor reports on monthly, quarterly and yearly basis as determined in the contract
∎ Assist Project Manager to manage the contracting cycle and the required project documentation
∎ Present progress report and other reports in a regular basis, document the key learning & findings, ensure accurate and timely data entry into the database
∎ Finance and Administration:
∎ Carry out responsibilities in financial management and administration at the local level and ensure the efficient use of the project resources with consultation of supervisor
∎ Monitoring and Evaluation:
∎ Support the E&A Expert in data quality control and timely entry of project data into relevant platforms as per requirement
∎ Work with technical specialist and field teams to review and revise results measurement plans
∎ Actively engage in initiating best practices, key learnings, unique cases and other relevant documentation to share with the wider team
∎ Monitor current market linkage system of local Service Providers, collect regular sales data and accelerate the process into ROI for the stakeholders/client
∎ Supervisor and Staff Development:
∎ Provides close and supportive supervision and guidance to the field team and other stakeholders in the assigned areas to demonstrate outcomes and impact
∎ Develop the business linkage capacity of WASH entrepreneurs
∎ Coordination and Support:
∎ Participate in relevant working groups and Dhaka-level PM meetings and workshops
∎ Maintain close contact and communication for project planning, strategy formulation and other issues with supervisor, technical specialists, private sector partners and institutional support teams
∎ Quarterly travel to all field hubs at least once for problem solving and systems development
∎ Rapport Building:
∎ Coordinate with development, private and public sector partners at the national level for possible partnership and strategy refinement
∎ Maintain close contact and communication for project planning, strategy formulation and other issues with Supervisor and consortium partners, counterparts, service providers, Govt. private sector and project clients.
∎ Create necessary linkages between the private WASH sector and rural consumers through WASH retailers and entrepreneurs;
∎ Engage with relevant private sector actors (PSAs) to create awareness and to encourage engagement with female entrepreneurs and consumers;
∎ Establish and support business networks on different levels (Upazila, District & Regional) to build profitable business relationships between sanitation entrepreneurs;
∎ Other Responsibilities:
∎ Actively follow and engage with Global initiatives in other countries and other Bangladesh programs for stronger network connections
∎ Actively learn and develop skills related to online platforms used by iDE including but not limited to: Salesforce, Smartsheets, Google Drive, Google Docs, Google Sheets
∎ Maintain use of online platforms for sharing reports, documents and data
∎ Represent iDE at external events and meetings as agreed with supervisor
∎ Participate in all relevant meetings and workshops
∎ Undertake additional tasks subject to workload and skill sets such as photography, cross-project trainings and evaluations
∎ Skills and Experience: A successful Senior Officer, Partnerships will have the following skills and experience and will be comfortable with the following conditions.
Additional Requirements:
∎ Work Experience: Minimum 3-4 years work experience in relevant field with private sector and market development organizations
∎ S/he must have excellent networking skills and capacity to build rapport and leverage relationships with partner organizations
∎ Strong in relationship management and coordination for resolving different ongoing operational as well as strategic level challenges in partnerships
∎ Should have excellent understanding of rural markets, trading relationships and rural service providers
∎ Prior experience in WASH sector preferred
∎ Prior experience of engaging and formalizing partnerships with national level private sector actor that benefit last mile communities
∎ Experience in conceptualizing and creating strategic marketing and communication solutions
∎ Management and Programmatic Skills: Ability to responsibly manage funds, monitoring and team progress
∎ Ability to plan and implemented iterative field level activities for market systems change under Private sector engagement framework
∎ Understands the facilitative role of the market development approach
∎ Personal Skills: Excellent interpersonal and leadership skills
∎ Ability to work with various national and international team members and flexibility to adapt to different work conditions
∎ Ability to interact and collaborate with a broad range of public and private sector and NGO partners
∎ Physical and Language Skills: Ability to travel and undertake fieldwork in rural contexts
∎ Strong written and oral communication skills in English and Bangla, including ability to present coherent and convincing messages to different audiences
∎ Strong computer skills in Microsoft Office, email and the internet
∎ Familiarity with internet based software systems such as Google App
∎ Excellent presentation design skills with visual graphic for targeted audiences
