Experience:
Master’s degree in Environmental Management/ Science, Development Studies/Urban Planning/Development Communication or related discipline from a reputed institute. Flexible in case of highly deserving candidates.
Minimum 3 years of relevant experience in behavior change communication, public awareness campaigns, or urban development programs, preferably in the waste management, environment, public health, or WASH sectors.
Experience of working with the local government institutions will be given preference.
Additional Job Requirements:
Strong understanding of behavior change communication (BCC), social and behavior change (SBC) approaches, and community engagement principles.
Ability to design and implement campaigns and behavior change interventions.
Data collection, basic analysis, and reporting skills.
Analytical and problem-solving mindset.
Ability to work independently and take initiative in field settings

About the Project:
BRAC intends to implement an upcoming project to establish the foundation for a sustainable, inclusive, and operationally efficient solid waste management system in Pabna Municipality. The project will support targeted interventions aimed at strengthening the overall urban waste management ecosystem, including improving waste containment and collection systems, enhancing the capacity of waste workers, promoting behaviour change, and expanding community-based resource recovery and recycling systems. The duration of this project will be for one year.

Job Purpose: The Senior Officer, Campaign and Behavior Change role is to lead city-level behavior change and communication initiatives that improve waste management practices. The role focuses on identifying behavioral challenges, designing and implementing targeted campaigns, engaging diverse stakeholders, and monitoring the effectiveness and impact of interventions to promote sustainable waste management behaviors and practices.
Job Description:
Lead the design, planning, and implementation of city-level behavior change and communication (BCC) strategies to improve waste management practices.
Develop detailed, time-bound action plans for all campaign and behavior change components, and ensure timely execution and adherence to agreed timelines.
Identify key behavioral barriers and drivers through participatory assessments, research, and stakeholder consultations, and translate insights into targeted interventions.
Develop and deploy evidence-based campaigns, communication materials, and community engagement approaches tailored to different stakeholder groups.
Design and implement community-based activities such as awareness campaigns, workshops, trainings, and demonstrations to promote improved waste management behaviors.
Establish and track behavior change indicators; monitor and evaluate the effectiveness of interventions using appropriate tools and methodologies; regular reporting.
Generate actionable insights and recommendations based on monitoring data to continuously refine and improve campaign strategies and interventions.
Document processes, lessons learned, success stories, and impact of behavior change interventions for internal learning and external communication.
Collaborate with programme and technical teams to ensure integration of behavior change approaches across all waste management interventions.
Ensure that all campaign and engagement activities are inclusive, ethical, and aligned with organizational safeguarding standards and policies.
SAFEGUARDING RESPONSIBILITIES:
Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
