Job Responsibilities:
∎ The Senior Monitoring, Evaluation, and Learning (MEL) Officer is responsible for leading the development, management, and adaptation of Bangladesh team's monitoring, evaluation, and learning efforts and requirements. The Senior MEL Officer will assist the Bangladesh team in developing and implementing a MEL plan that meets funder requirements, contributes to the production of program deliverables, and enables the RLP to assess the impact of and adapt its programming. The Senior MEL Officer will work closely and support the Bangladesh team's Chief of Party and Deputy Chief of Party.
∎ Specifically, the Senior MEL Officer will:
∎ assist with developing and implementing MEL plan that comply with funder requirements, with support from Carter Center headquarters;
∎ ensure MEL components are integrated into all projects' activities;
∎ responsible for data analysis;
∎ oversee data collection and reporting systems;
∎ oversee external evaluations, data quality processes and audits, and training to program partners;
∎ meet regularly with Carter Center headquarters to ensure efficient and effective data collection and analysis and provide feedback to enhance project impact;
∎ implement learning agendas to assess the validity of projects' theories of change;
∎ assists with incorporation of data and analysis into written materials, including donor reporting, grant writing, presentation preparation, and publication; and
∎ oversee data storage and security in alignment with Carter Center Information Technology department protocols.

Additional Requirements:
∎ Six (6) to eight (8) years of professional experience in program design, implementation, monitoring, and evaluation;
∎ proven experience with:
∎ collecting, analyzing, and reporting project indicator data;
∎ facilitating assessments and surveys;
∎ implementing internal and external learning activities that generate, capture, and share best-practices and information;
∎ using specific computer/program competencies, including but not limited to Microsoft Excel, SharePoint, SurveyMonkey, etc;
∎ Strong communication skills in both written and oral forms; and
∎ Ability to work independently, with teams, and effectively with diverse groups of people.
