Experience:
Master's Degree in any discipline from any reputed university.
Additional professional qualifications or certifications in project management, humanitarian operations, procurement, logistics, or financial management will be considered an added advantage.
Strong preference for candidates with formal training in humanitarian/development programming, NGO management, or donor compliance systems.
12 years of professional work experience with relevant sectors, preferably in a managerial role.
Minimum of 5 to 8 years of experience in Project Management with and I/NGO, UN Agencies, preferably in a humanitarian and crisis context.
Proven experience managing multi-donor funded projects, preferably in complex humanitarian settings (e.g., refugee response, disaster-prone or fragile contexts).
Demonstrated experience working in large-scale field operations, including coordination across multiple project sites.
Experience in proposal development, budget preparation, compliance management, and audit processes.
Experience in the Rohingya Response context will be an added advantage.

*** Job Responsibilities:
Operational Coordination and Systems Strengthening:
Lead and streamline operational functions across all projects funded by the same funding agency to ensure efficient utilization of shared resources.
Develop integrated operational planning mechanisms to maximize output with minimum operational cost and duplication.
Ensure operational consistency, compliance and coordination among project teams.
Establish practical systems to improve turnaround time for procurement, administration, logistics, programme and financial processes.
Coordination with Project Managers (PMs) and Team Managers (TMs):
Provide strategic operational guidance and oversight to Project Managers/ TMs managing assigned projects.
Ensure PMs/ TMs are maintaining proper procurement planning, administrative compliance, logistics coordination, and operational documentation.
Review and monitor procurement pipelines and operational bottlenecks jointly with POMs/ TMs.
Support POMs/ TMs in resolving critical operational and procurement challenges at field level before escalation to HQ.
Ensure operational approaches, procurement standards, and documentation systems remain aligned across all projects.
Facilitate cross-project operational coordination to avoid duplication and improve resource utilization.
Procurement Planning and Supply Chain Management:
Guide the Administration and Logistics teams to prepare rolling 3 to 6- month procurement plans (depending on requirements) in close consultation with program and finance teams.
Coordinate with the Finance Manager/ Sr Finance Officer to align procurement planning with project budget forecasts and expenditure targets.
Ensure timely initiation of procurement actions to avoid delays in project implementation.
Identify opportunities for framework agreements and long-term vendor arrangements to improve procurement efficiency and cost-effectiveness.
Monitor procurement pipeline and proactively address risks, delays, or compliance concerns.
Ensure procurement files are complete, compliant, and submission-ready before forwarding to HQ for final approval and signing.
Field-Level Operational Decision Making:
Take leadership in resolving critical procurement and operational challenges at field level without unnecessary escalation to HQ.
Provide operational guidance and troubleshooting support to Administration, Logistics, and project teams.
Ensure operational matters are resolved efficiently at field level while maintaining compliance standards.
Coordinate closely with HQ departments only for strategic direction and approvals, final authorization.
Coordination with Finance:
Work closely with the Finance Manager/ Sr Finance Officer to ensure procurement and operational planning are aligned with budget utilization targets.
Support realistic expenditure forecasting and operational expenditure tracking across projects.
Facilitate timely processing of operational and procurement payments through coordinated planning.
Program Quality Assurance:
Ensure that all projects are implemented in line with approved plans, organizational standards, donor requirements, and compliance obligations.
Conduct regular field monitoring and operational reviews to identify implementation gaps, risks, and areas for improvement.
Collaborate with Programme and MEAL teams to track project performance, quality standards, and timely achievement of project targets.
Facilitate corrective actions and follow-up on recommendations arising from monitoring visits, audits, evaluations, and donor reviews.
MEAL Coordination and Operational Support:
Coordination and support the Senior MEAL Officer in planning and implementing MEAL activities across all projects.
Ensure MEAL activities are operationally aligned with project implementation plans, procurement timelines, and donor reporting requirements in consultation with PMs/ TMs.
Facilitate coordination between MEAL, Program, Operations, Finance, and Logistics teams to ensure smooth field-level implementation and reporting.
Coordination and Stakeholder Engagement:
Serve as the focal point for operational coordination among programme, finance, procurement, logistics, administration, and MEAL teams.
Facilitate regular operational review meetings and ensure timely resolution of implementation bottlenecks.
Represent the organization in relevant coordination meetings as and when required.
Human Resource and Team Support:
Supervise and mentor operations, administration, logistics, procurement, and support staff as assigned.
Promote a culture of accountability, collaboration, professionalism, and continuous improvement.
Support workforce planning and operational staffing requirements in coordination with relevant departments and HQ HR.
Documentation and Compliance:
Ensure all procurement and operational documentation from field offices are complete, accurate, and ready for final HQ review and approval.
Strengthen field-level compliance practices related to procurement, administration, logistics, and operational finance.
Maintain proper operational filing, tracking, and reporting systems.
Support internal and donor compliance requirements related to operational functions.
Proposal Development:
Contribute to the development of concept notes, project proposals, and donor submissions by providing operational, administrative, procurement, logistics, and compliance inputs.
Support the preparation of project budgets, staffing plans, procurement plans, and operational risk assessments for new funding opportunities.
Review proposed project designs to ensure operational feasibility, cost-effectiveness, and alignment with organizational capacities and donor requirements.
Contribute operational lessons learned and implementation insights to strengthen programme design, proposal quality, and resource mobilization efforts.
Complaint and Feedback Response Mechanism (CFRM):
Provide oversight of the Complaint and Feedback Response Mechanism (CFRM) to ensure that complaints, feedback, and concerns from beneficiaries and stakeholders are received, recorded, referred, and resolved in a timely and accountable manner.
Monitor the effectiveness of complaint and feedback systems across all projects and ensure that feedback channels are accessible, inclusive, confidential, and responsive to the needs of Rohingya Refugees and Host Communities.
Coordinate with Compliance Manager, Safeguarding Focal and Senior Leadership to ensure appropriate investigation, referral, and resolution of complaints in accordance with organizational policies and procedures.
Safeguarding Responsibilities:
Adhere to CDD's Children and Adults at Risk Safeguarding policy, ensuring the safety and well-being of all project participants.
Promote a safe and secure environment for all participants and stakeholders of the project.
Report any safeguarding concerns promptly and follow the designated reporting procedures.
Additional Responsibilities:
Perform any other responsibility/ special duty delegated by project and CDD management.

CDD is accepting application for the position of ‘Senior Manager, Operations’ to be implemented with the supported by the Handicap International (HI), Humanity & Inclusion (HI).
The Senior Manager- Operations will provide strategic and operational leadership for programmatic, administration, logistics, procurement, and operational finance coordination across multiple donor-funded projects. The position is expected to streamline operational systems across all projects to ensure maximum operational efficiency with minimum administrative burden and resource duplication. The role will be primarily field-focused and responsible for resolving operational bottlenecks at Ukhiya level while ensuring strong coordination with HQ for final approvals and compliance requirements.
The Senior Manager- Operations will provide operational coordination and strategic guidance across multiple donor-funded projects operating in Ukhiya and Teknaf. The role will work closely with Project Managers (PMs) and Team Managers (TMs) to ensure harmonised operational systems, with the Finance Manager/Sr. Finance Officer on compliance, procurement planning, and administrative efficiency, and with the Sr. MEAL Officer for monitoring and evaluation of implementations across all projects.
The Senior Manager- Operations will maintain oversight and coordination across both structures to ensure consistency, operational efficiency, and alignment with compliance requirements.
At the project location, this position will work in close coordination and communication with the Operations Manager or the designated representative of the funding agency. He/she will be supervised from CDD HQ by a designated position responsible for management oversight of all funded projects of the same donor.
The selected candidate will initially be hired for a three-month probationary period. Upon successful completion of this period, his/her employment contract will be renewed on an annual basis.
