Experience:
Postgraduate degree in Urban and Regional Planning (URP), Development Studies, Statistics, Public Health, Social Sciences, or a related discipline from a reputed university.
Represent the programme in meetings, workshops, and coordination forums when required.
Support cross-functional initiatives that strengthen programme quality, learning, and organisational effectiveness.
Provide technical assistance during donor visits, evaluations, audits, and emergency response activities as needed.
Experience Requirements
Minimum 7 years of experience in MEAL or related field, with experience in both emergency and development contexts. Experience in WASH programming, managing MEAL systems for multi-partner consortium programmes, and working in displacement settings is strongly preferred.

The BRAC Pooled Fund initiative, funded by the UK Foreign, Commonwealth & Development Office (FCDO), is implementing the 8.5 month SHIFT (Sustainable WASH and Humanitarian Innovation for Local Transformation) Consortium project to serve Rohingya refugees and vulnerable host communities in Cox's Bazar. The project aims to improve access to safe, inclusive, and sustainable Water, Sanitation and Hygiene (WASH) services for these communities. It also strengthens the capacity of local partners to deliver quality, accountable, and sustainable humanitarian services. Led by BRAC in partnership with national and women-led organisations, the consortium promotes locally led humanitarian action through strengthened institutional capacity, leadership, and community engagement.
We are seeking an experienced and strategic professional to join us as Senior Manager, MEAL to lead the Monitoring, Evaluation, Accountability, and Learning (MEAL) function for the SHIFT Consortium. In this role, the incumbent will oversee consortium-wide MEAL and knowledge management systems, ensuring high-quality data, outcome measurement, donor compliance, and evidence-based programme management, while strengthening the capacity of partner organisations and promoting continuous learning and programme improvement.
Key Responsibilities
Lead the development, implementation, and continuous improvement of consortium-wide MEAL, Knowledge Management, and Information Management systems, including harmonised logframes, Performance Measurement Frameworks (PMFs), Monitoring and Evaluation Plans, and a digital MIS.
Oversee consortium-wide performance monitoring by ensuring timely, high-quality data collection, analysis, outcome measurement, and reporting to support donor compliance, programme improvement, and evidence-based decision-making.
Provide technical leadership for programme design, proposal development, data analysis, report writing, baseline studies, evaluations, data quality assessments, and operational research.
Strengthen organisational learning by documenting and disseminating lessons learned, best practices, case studies, and evidence to support adaptive programme management across the consortium.
Lead the implementation of Accountability to Affected Populations (AAP) and Community Feedback and Response Mechanisms (CFRM), ensuring community feedback informs programme decisions and donor reporting.
Promote the integration of safeguarding, PSEA, GEDSI, and protection principles within MEAL systems and maintain effective coordination with BRAC teams, consortium partners, and other key stakeholders.
Build the MEAL capacity of consortium partner staff through training, mentoring, technical support, and ongoing guidance.
Ensure compliance with Pooled Fund and FCDO consortium MEAL, Knowledge Management, and reporting standards by maintaining quality assurance mechanisms and fostering a culture of continuous learning and accountability.
Safeguarding Responsibilities
Ensure the safety of Programme Participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation, including sexual exploitation and abuse (SEA), to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
