Experience:
Bachelor or Master in any discipline from any reputed university, preferable in BBA/MBA in Human Resources Management;
PGDHRM or any other professional HR qualification will be an added advantage;
5 years of professional work experiences with at least 3 years in relevant sectors; desirably in a managerial or semi managerial role.
Experience in the Rohingya Camp context will be added advantage.
Persons with disabilities and female candidates having experience in the Rohingya Response in similar role are highly encouraged to apply.
Have time management, leadership, analytical ability, multitasking, facilitation; communication, presentation, and report writing skills;
Have adaptability, teamwork, relationship building, and change management skills;
Basic IT skills, basic knowledge of MS Excel.
Knowledge of using HRIS software, Zoom/Google Meet/Microsoft Team, bdjobs account as an admin panel.
Have skills and expertise in communicating by email and the internet use.
Pro-active with an ability to think analytically, identifying opportunities and mechanisms to broaden programming.
Proven experience in development/ humanitarian program management, team management and on Disability inclusion in Development or in Humanitarian response.
Proven experience working with National NGOs and/or other international stakeholders.
Operational understanding of Chittagonian/Rohingya dialect will be an asset.
Identify areas for professional development and share with the Deputy Manager at CDD-HQ & Project Operations Manager to enable an action plan to improve professional skills.
Engage in self-directed learning to grow skills and competencies.
Seek feedback and support as necessary to improve skills and achieve objectives.
*** Job Responsibilities:
HR Strategy:
In collaboration with the Project Operations Manager/ DM-HR, assist in the development of the Human Resource Plan, including staff recruitment in an efficient and timely manner in consultation with respective managers and Focal-Rohingya Response.
Ensure the consistent implementation of HR policies and procedures across the project.
Maintaining structured and regular coordination with CDD’s HQ based HR professionals.
Recruitment:
Ensure the staff hiring process is conducted transparently, timely, and efficiently in compliance with CDD's policies and Cox's Bazar local administration.
Ensure pre-employment requirements are submitted.
Open personnel file with related documentation for new staff as per the HR checklist.
Maintain and regularly update the HR directory with the necessary staff details.
Compensation, Benefits:
Ensure the timely and efficient payroll preparation (e.g., number of working days, benefits).
Ensure the proper tracking of leave. Review compensation and benefits package at regular intervals in collaboration with relevant team.
Support with salary scale assessments on an annual basis to ensure CDD's salary package is fair, consistent, and competitive.
Collaboration with HQ HR to issue periodical and/or need based salary certificates and other employment certificates as required.
Performance Appraisal:
Provides support related to developing and updating job descriptions in consultation with respective line managers.
Provides support to develop staff skills and capabilities.
Monitor employee performance and coordinate with relevant staff to ensure employee performance evaluations are carried out on time and communicated to the respective staff.
Employee Relations:
Ensure the timely processing of the employment contract, contract extension, staff transfer, promotions and other status changes.
Manage processes related to disciplinary actions, staff separation, and termination.
Prompt respond to all queries and requests from the employees.
Ensure that employees' files are auditable in real-time as per Organizational and relevant donors' requirements.
Training & Development:
Ensure that all staff has undergone proper orientation & induction. Providing periodical orientation sessions to new joiners on CDD’s policies, donor compliance and project specific good practices.
Assist in team-building practices and activities to promote team-work.
Put in place a training and development plan in coordination with management.
Ensuring volunteers are oriented on CDD’s Policies and Procedures and also on mandatory donor compliance.
Support for administrative works:
Support to admin and procurement unit for maintaining proper documentation for all administrative and procurement-related work, including but not limited to office space agreement, price quotations, and TORs.
Support to admin and procurement unit for maintaining inventory of office equipment and facilities, including vehicles and random inspection of the office facility and equipment maintenance work.
Support to the admin unit for facility management (e.g., security, support staff), managing hotel/venue reservation for training and meetings, and communicating with the related government and non-government agencies.
Monitor and Maintain vehicle logs and Generator Fuel Consumption.
Monitoring the security situation in the camps together with the Team Managers and updating the project operations manager or senior management whenever conditions worsen.
Safeguarding Responsibilities:
Adhere to CDD's Children and Adults at Risk Safeguarding policy, ensuring the safety and well-being of all project participants.
Promote a safe and secure environment for all participants and stakeholders of the project.
Report any safeguarding concerns promptly and follow the designated reporting procedures.
Additional Responsibilities:
Perform any other responsibility/ special duty delegated by project and CDD management.

CDD simultaneously builds technical capacities of the development stakeholders and the communities to be more inclusive whilst enabling persons with a disability to participate in society by strengthening their leadership and providing them with essential rehabilitation and other supports.

CDD is now accepting application for the position of ‘Senior HR Officer’ for the upcoming project of CDD. The selected candidate will initially be hired for a three-month probationary period. Upon successful completion of this period, his/her employment contract will be renewed on an annual basis.
