Job Responsibilities:
∎ General Functions:
∎ Under the overall supervision of the Emergency Coordinator and the direct supervision of the Needs and Population Monitoring (NPM) Coordinator, and the supervision of the GIS Officer, the Senior GIS Officer assistant will be responsible for providing GIS and IM support to the implementation of NPM and other information management support in relation to operations to support the humanitarian response to the situation of Rohingya refugees in Bangladesh.
∎ In particular, s/he will:
∎ 1. Support the GIS Officer develop GIS field data collection tools and databases;
∎ 2. Support the GIS Officer design and maintain online interactive maps, dashboards and NPM portal;
∎ 3. Conduct standard data validation and cross checking to ensure data integrity and proper, reliable geodata extraction from within existing databases;
∎ 4. Maintain and expand the geodata repository and related metadata;
∎ 5. Support the implementation of geographic information management systems and workflows; design, and implement actions to improve GIS data quality;
∎ 6. Conduct thematic/statistical and spatial analysis and geoprocessing tasks;
∎ 7. Support the GIS Officer coordinate response and prioritization of requests for map products and services;
∎ 8. Ensure the effective use of the designated information system, including geo-platforms and application tools,
∎ 9. Manage content on internal and external geo-platforms for sharing knowledge;
∎ 10. Understand and utilize cartographic best practices to design map products;
∎ 11. Be the focal point for the camp and blocks mapping activities, specifically feature digitization using topographic integrity and validation rules;
∎ 12. Ensure timely preparation and generation of information products, and support on product interoperability, sharing, and dissemination to all relevant channels;
∎ 13. Produce routine and ad-hoc NPM reports and maps;
∎ 14. Support the capturing, storing and sharing of knowledge;
∎ 15. Provide training and assist in skills development support GIS activities;
∎ 16. Provide training and technical assistance to IOM NPM field staff (Operations officers and assistants) and NPM enumerators
∎ 17. Provide trainings to external actors, including other organizations' staff, local authorities etc.
∎ 18. Liaise with other units of IOM to provide technical support and reply to queries.
∎ 19. Support the GIS Officer and NPM colleagues liaise with Government, local authorities and other humanitarian partners when requested;
∎ 20. Maintain all regular standard GIS products and activities under minimal supervision
∎ 21. Liaise with DTM Global to implement on a national/local level new activities or to sort out issues related but not limited to ArcGIS Server.
∎ 22. Under the guidance of the GIS Officer, provide creative solutions and develop new products.
∎ 23. Be ready to learn new tools and techniques if required.
∎ 24. Undertake duty travel when necessary
Additional Requirements:
∎ Experience in Information Management, emergency humanitarian operations; management and coordination of information flows, data management including collection, storing, digitizing, processing, and analysing data to generate information products;
∎ In-depth knowledge of the latest technological developments in information technology and information system;
∎ Demonstrated ability for leadership in the context of partnership building and consensual decision-making;
∎ Proven skills to analyse statistical information;
∎ Ability to formulate IM-related technical requirements and Operating Procedures;
∎ Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa;
∎ Ability to compile and holistically analyse diverse datasets;
∎ Experience with handling confidential data;
∎ Demonstrated team-building and information management skills;
∎ Demonstrated understanding of different data collection methodologies;
∎ Knowledge and understanding of relational data theory;
∎ Experience in advanced data visualization, presentation, and information design skills.
