∎ The Federation is responsible for implementing the network`s social missions in around sixty countries. It operates under the names "Humanity & Inclusion" or "Handicap International" depending on the country.

∎ The United States of America Agency for International Development (USAID) is expected to release a call for proposals for an Inclusive Education project (Shobai Miley Pori: "Everyone Reads Together"). The anticipated aim of the project is to improve early grade reading outcomes in Bangla for children with disabilities in Government Primary Schools in Bangladesh.
∎ HI is seeking a qualified Senior Finance Manager, responsible for the overall finance, logistics, and administrative management of the Project, if the consortium is successful, the proposal accepted and granted with the award.
∎ The project is anticipated to start in September 2021 and will have a 36 months duration; the anticipated overall budget falls between USD 10.000.000 -25.000.000
∎ Job Location: The position is based in Dhaka with regular field visits
∎ Line Manager: Consortium Chief of Party
∎ Type of Contract: Fixed-term
∎ Duration of the Contract: September 2021 and will have a 36 months duration with the possibility of an extension
Job Responsibilities:
∎ Under the direct line management of the Consortium Chief of Party, the Finance Senior Manager is part of the consortium management team.
∎ With the support of the Financial Controller (HQ), the Finance Senior Manager has overall responsibility on finance management: budget and financial planning, close monitoring, and reporting. Further, the Finance Senior Manager also ensures respect and dissemination of donor guidelines at the consortium level.
∎ In this framework, your main responsibilities will be:
∎ Ensure a sound budget and financial management in line with HI internal procedures and donor's rules
∎ Ensures a sound budget and financial reporting in line with HI internal procedures and donor's rules
∎ Ensures sound treasury management in line with HI internal procedures and donor's rules
∎ Ensures administration/HR/logistics management of the HI component of the consortium
∎ Ensures HI's internal and consortium's partner's compliance with HI's and Donor's standards
∎ Support / Capacity building to finance team/partners
Additional Requirements:
∎ Age at least 21 years
∎ Minimum of 3 years of relevant experience in a Finance Senior Management position in a project of similar magnitude and complexity; preferably with USAID supported programs/projects
∎ Proven experience in budget monitoring, financial planning, internal procedures controls, financial risks assessment, financial reporting
∎ Proven track record of developing and implementing Finance management tools and quality control tools, to ensure quality deliverables from a team across consortium partners, including with local organizations.
∎ Demonstrated knowledge of budget construction, financial monitoring, and reporting, financial analysis; Accountancy management; Staff administration
∎ Ability to coordinate and collaborate with other donor programs and with USAID implementing partners for creative solutions, and complementarities to maximize results.
∎ Previous work experience with HI would be an asset
