∎ Job Purpose:
∎ Under the direction of the Lead Healthier Rice Program, the Senior Associate Scientist II - Deployment will oversee the development of a roll-out/deployment strategy that will effectively deliver and drive sustainable uptake of Golden Rice in Bangladesh, and pave the way for deployment of bio-fortified varieties with additional nutrients.
Job Responsibilities:
∎ Purpose (Deployment strategy for Golden Rice in Bangladesh):
∎ With the guidance of the Lead, Healthier Rice design, refine, and implement a deployment strategy to help the Healthier Rice Program deploy Golden Rice (GR) and high iron high zinc rice (HIZR) in Bangladesh.
∎ Properly understand and fully address the product development and delivery challenges raised by this project, particularly in the area of farmer and consumer acceptance.
∎ Help develop a program model or strategy that will ensure availability and affordability of Golden Rice and other healthier rice as well in local markets (expanding to cover more and more areas), with demand created among consumers through effective marketing.
∎ Help develop the relationships and mechanisms to maximize the delivery of Golden Rice to target areas in Bangladesh, that are least served by current approaches to address vitamin A deficiency.
∎ Engagement (Partnership building and stakeholders engagement):
∎ Identify, engage, and nurture partnership with key Bangladeshi organizations that can help in the development and testing of a program model and roll-out strategy for Golden Rice-land other bio-fortified rice varieties.
∎ Facilitate the conduct of technical presentations, briefings, round table discussions, and meetings with key stakeholders from various agencies in Bangladesh.
∎ Participate in third-party conferences and workshops related to discussion and development of agricultural and nutrition policies that can affect the successful deployment of Golden Rice and other bio-fortified rice varieties.
∎ Coordinate closely with the communications and stakeholder engagement arms of the project in properly communicating Golden Rice to target audiences and building support and acceptance of the product in Bangladesh.
∎ Delivery (Deployment):
∎ Finalization of a dynamic deployment plan through feedback sessions with concerned institutions and organizations including BRRI, WFP, HKI, private sector (seed, millers, wholesalers and retail groups initially) and locations (urban slums and rural districts).
∎ Build the experiences and processes for engagement with Ministry of Food; and Ministry of Health and the network of millers, wholesalers and retailers for grain.
∎ Support the Bangladesh National Advisory Committees for Healthier Rice in providing a structured process in reviewing learning from ongoing deployment experiences and supporting studies such as (but not limited to):
∎ an Agricultural Economics study on poorer households and price affordability of rice and varietal choice as it affects deployment of healthier rice;
∎ Impact of parboiling and storage practices in levels of beta-carotene
∎ Identification of issues for policy research or referral to a concerned Ministry
∎ Develop metrics for each actor to assess their deployment plans in terms of model sustainability with ability to scale within existing market channels and government programs, and reaching beneficiaries i.e. there will be an agreed set of metrics for performance that guides each actor in deployment.
∎ Systematize the processes of engagement with key government and non-government and private sector agencies in the deployment of golden rice.
∎ Support the development of a monitoring and evaluation (M&E) system.
∎ Active documentation of meetings, briefings and other engagement activities flagging insights, action items and recommendations for continued engagement.
∎ Support events as needed, including developing message platforms, drafting agenda, identifying participants and serving as facilitator/moderator
Additional Requirements:
∎ Extensive experience working in a multicultural environment
∎ Willingness and ability to work in high-pressure and challenging situations
∎ Experience in the fields of deployment, agriculture extension, nutrition, public policy
∎ Has strong decision-making skills
∎ Experience implementing public advocacy programs, binding multi-stakeholder agreement
∎ Creative and quick learning ability with analytical independence
∎ Excellent Bangla skills and ability to translate technical materials into Bangla
Salary:
∎ Basic (112, 042 - 206, 083) BDT per Month
Compensation & Other Benefits:
∎ Housing Allowance: 30% of base pay per month, Transport Allowance: 23,400 BDT, Festival Bonus: 2 times each year, Contributory Provident Fund (CPF), Returning Mother Allowance: BDT-1,000 per month for 9 months to female employees post-delivery of a baby to support return to the workplace, Medical insurance coverage: maximum US$16,000/year and other admissible benefits.
