Project Brief:
Prottasha-II is a flagship project for the reintegration of Bangladeshi returnee migrants. The European Union (EU) is funding a four-year-long project titled “Improved Sustainable Reintegration of Bangladeshi Returnee Migrants (Prottasha II).” BRAC has already implemented Prottasha Phase I in 64 districts of Bangladesh. The overall objective of the project is to contribute to the long-term sustainable reintegration of Bangladeshi returnee men, women, and children migrants and promote safe migration. The project will work to ensure the sustainable reintegration of Bangladeshi returnees and their families into their communities in a gender-sensitive manner. The project focuses on interventions at every step of the returnees’ journey once they reach Bangladesh, from enhancing access to needs-based arrival assistance to sustainable and gender-sensitive reintegration services (psychosocial, social, and economic) in their “home” communities. The project is also working to enhance the awareness of aspiring migrants about the risks associated with irregular migration and migrant smuggling and to promote knowledge and understanding of safe migration. The project is scheduled to conclude in June 2027.
Job Purpose:
The person will be responsible for coordinating economic reintegration activities of the District Reintegration Service Center. S/he will closely supervise Field Organizers of the respective upazilas and facilitate Para Counselors to ensure effective delivery of reintegration support to returnee migrants. The role includes arranging and facilitating issue-based trainings/events, maintaining proper documentation, and preparing periodic reports and project MIS. Additionally, the position will maintain regular communication with local-level stakeholders, including duty bearers, local government institutions, journalists, and returnee forums, to ensure smooth field implementation and support advocacy efforts.
Key Responsibilities:
Work closely under the guidance and supervision of the respective District Coordinator.
Supervise Field Organizers (FOs) under the District Reintegration Service Center and provide continuous guidance to ensure quality programme implementation and field operations.
Conduct regular field visits and facilitate field activities to ensure improved project outcomes.
Arrange and deliver basic entrepreneurship training, including product development, sales management, financial management, and market development for returnees and their families to enable productive use of remittances.
Provide independent financial service support, including debt mediation, service advocacy, business development, and job placement support for returnee migrants.
Coordinate and follow up on returnee profiling; develop and maintain an online database.
Liaise with local industries, institutes, and relevant projects to facilitate job placement for returnees.
Support the development of public-private partnerships to enhance job placement opportunities for returning migrants and take initiatives for Recognition of Prior Learning (RPL).
Facilitate access to skills training for returnees, including local market skills, economic infrastructure-related skills, and internationally recognized qualifications.
Prepare individual business plans for economic reintegration support and ensure provision of in-kind support.
Prepare and ensure timely submission of monthly, event-based, and need-based reports.
Safeguarding Responsibilities
Ensure the safety of Programme Participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation, including sexual exploitation and abuse (SEA), to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
