Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, build capacities of local stakeholders, and reduce the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic
∎ Humanity and Inclusion (HI) has a Safeguarding framework including a series of institutional policies (e.g Protection of staff & beneficiaries from sexual exploitation, abuse and harassment Policy (PSEAH), Child Protection Policy (CPP)) and relating to others inter-sectorial ones (Anti-fraud, bribery and corruption Policy, Disability, Gender and Age Policy and Safety & Security Policy). A code of Conduct is effectively translating these policies on a Zero Tolerance guidance for All HI staff to carry out duties and to regulate their conduct and violation of any such policies. This frame-work is applicable to all HI staff, people or entities as well as any family members accompanying international staff, consultants, interns, voluntary workers or international volunteers, service providers and partner organisations in all situations, regardless of location, professional or otherwise, during working hours and outside working hours.
∎ Therefore HI in Bangladesh continuously strengthens systems, capacities and tools related to the Safeguarding framework to ensure effective implementation. HI`s Bangladesh Safeguarding strategy aims at reducing the risk of PSEAH, Fraud & Corruption, CPP and Safety & Security incidents and at increasing capacity of both development and emergency programs activities
∎ HI is currently looking for a Safe Guarding Risk Management Officer (maternity cover). Main purpose of the position is to ensure continuous Safeguarding risk mitigation including with Fraud and Safety security aspects. The position will ensure risk assessments, follow up mitigation measures and roll out Awareness sessions, whistle blowing process and staff/ PNGO/ stakeholders training across HI Bangladesh programme.
∎ Job Location: Dhaka with frequent travel to the field
∎ Line Manager: The SGRO will reports directly to Country Compliance Manager with a technical working relationship with HR Safeguarding Focal Point of HI BGD.
∎ Type of Contract: Fixed-term
∎ Duration of the Contract: From as early as possible to 31 March 2022.

Job Responsibilities:
∎ 1. Institutional:
∎ a) Support Country Compliance Manager for quarterly Safeguarding Risk Assessment across HI BGD Program and track/follow up the implementation of mitigations measures of risk identified through assessment.
∎ b) Maintain/Develop HI-BGD Safeguarding Risk Register, update on time and identify SMT action points for presenting to SMT meetings.
∎ c) Identify development areas of existing system & process including HI institutional policies to strengthen safeguarding mechanism and share with line Manager to ensure actions.
∎ 2. Awareness-raising activities and Complaint Mechanism
∎ a) Work closely with HI-BGD PSEAH Focal Person regards to PSEA Training designing, tools development and updating Fraud and Safeguarding incident tracker/Register.
∎ b) In strong coordination with his/her line manager and HR Safeguarding FP, Plan and organize trainings for internal staffs and other Partner staffs, volunteers/ CLWs in regards to Code of Conduct (for HI staff only) and policies (Protection of staff & beneficiaries from sexual exploitation, abuse and harassment Policy (PSEAH), Anti-fraud, bribery and corruption Policy, Child Protection Policy (CPP) Disability, Gender and Age Policy and Safety & Security Policy).
∎ c) Coordinate / support the MEAL unit on promoting the Complaint and Feedback Mechanisms via Awareness tools and trainings.
∎ d) Work with HR safeguarding Focal and Anti-Fraud Corruption Focal for managing the Safeguarding & Fraud incidents register at CO level as well ensure 100% entry of reported incidents to Ethics Point system following HI suggested process.
∎ e) Coordinate with MEAL/ Accountability team to identify Code of conduct related case reporting entry into the register and suggest needful action to Country Compliance Manager.
∎ 3. Technical Support to the Compliance team:
∎ a) Preference of team approach instead of self-doing approach.
∎ b) Participate in investigations when assigned by Line manager or CD.
∎ c) Establish working understanding with key Managers of support functions to have their clear understanding for safeguarding mechanism and it benefit for managers and the organization as a whole. The Safe Guarding Officer should not engage in counselling complainants (unless s/he is formally trained to do so or required).
∎ Position based in: Dhaka but frequent travel to sites to provide the training

Additional Requirements:
∎ Age 22 to 50 years
∎ Minimum of 2-3 years' technical and practical knowledge and experience on Safeguarding and Code of Con-duct related issues.
∎ Preference will be given for candidate having working experiences in an INGO/UN with a similar area of responsibility and Experience on Safeguarding issues in emergency set up is an asset.
∎ The Safeguarding Risk Management Officer (SGRO) must hold personal confident that allow him/her an easy access to the Senior management team (SMT) to propose/ justify needed changes/ development of institutional policies and should be at a sufficient level of communication ability to work with other country nationals working at HI BGD Mission.
∎ Female and/or candidates with disabilities are given priority for the position.
∎ The Safe Guarding Officer must have the following skills and experience:
∎ Proven integrity, objectivity, and professional competence
∎ Demonstrated sensitivity to cultural diversity and gender issues
∎ Ability to maintain confidentiality (i.e. trained in data protection)
∎ Demonstrated experience working directly with local communities)
∎ Person with disability are encouraged to apply
